I just browsed through all the unique weapons and beside Azure's Wrath (and even then) and 2-3 others, they are all useless in inferno, even for act 1.
But an even bigger problem then that, it's that WHEN THEY WOULD BE USEFUL, they are no where to be found. I played 300hours, only found 5 uniques (the 5th just today, some crap bone shield that I wouldn't even give to a lvl 30 even if he could use it because it has a lvl 55 requirements...wtf).
Now I think "well if I start a new char im gonna be able to use them for awhile at least" but nope, Lvl requirement for most of them are wayyy too high for when they would acutally be good. -sigh- The coolest weapons of the game and they all suck, so sad.
What I can not even begin to understand is how theY made them so terribly and obviously shitty. In what world did they say, "we finished our work on the legendaries, clearly this will be great considering the most generic items will out DPS them and the lvl req's are so high that they will be useless by the time you can use them, job well done sirs"

Anyway, only one or two items in each group are even lvl 60, so that means the rest aren't going to be useful then anyway.
I do think that the lower level uniques should have much higher drop rates. 99% of the time when you find a legendary, it's only useful if you raise an alt, or to give/sell away. I'd love to see it such that you have a very good chance of getting a legendary that is useful (read, good roll at your level or above) for each playthrough up to Hell (aka, on uniques that are below lvl 55 or so). yeah, uniques would be way more common, but so what? The people who would actually see a lot of them are probably going to have most of the characters at 60 anyway.

IMO, sub-60 uniques should be so good that you won't need to upgrade 30 levels or when you hit 60, whichever comes first. Stuff that every alt you ever roll will use.
Level 60 uniques should have randomized affixes on them that simply don't occur on rares. One that give Hungering Arrow a 100% chance to pierce on crit. Ones that make you cast Bash 50% faster.
I know Blizzard is trying to avoid an endgame which reads "Get the following uniques and you're done", but there's got to be a better way to do it than making uniques so underwhelming.
They are fixing Legendary items (or as you dubbed them from the D2 naming, Uniques). It won't be til patch 1.1, but I can see us seeing that by end of summer.
They have already said they have plans for not only doing flat upgrades in stats on the Legendary/Set items (especially in terms of DPS), but also to bring in alot more unique capabilities to the items, that you will never see on a rare item.
THey have also stated that all Legendary and Set items will not be retroactively changed, so what you find now, will remain as it is, even after the patch. This is the same as it was in Diablo 2.

If you look at how the affixes apply to Legendary and Set items, you will see some of them have a lot of potential. Thing is, they all have set affixes, and some of the better ones only have one or two random ones that roll when you ID them.
This means that even though they have huge potential, it will take a long time for the one to drop with the correct stat to make it amazing. Even then, those particular ones will be super rare and super expensive.

Going to go ahead and disagree, best rings/ammys tended to be rares... aka any of the dual leech rings, etc Also before the really good runewords were released, there were several options for BiS weapons depending on budget such as the CCB

Though some are very useful and with the right random property, many more could be pretty sweet....I agree....how in the hell do they throw out RW's and then offer up extremely rare and underwhelming legendaries?
To me, this is the single biggest failure of foresight that they slipped into the game.

We're not going to change/correct the set bonus of Natalya's. It will remain as-is.
It's one of a few cases recently that made us really sit and look at how we were approaching a game system, have some serious discussions about what they mean for the game, and where we want it to go. Sure it's one set and set bonus, but allowing it to continue existing, and even now beginning some work to embrace the concept, probably wouldn't have happened if the unintended change to Natalya's hadn't occurred, and maybe more importantly if you didn't offer your feedback (constructively and in calm and reasonable tones, of course).
We are working on Legendary item changes for a future patch, as I'm sure you know, which could change the set in any variety of ways. I don't know what those changes could be yet. But regardless those changes will only affect items that drop after that patch. They aren't retroactive. Any Natalya's items that drop before that patch (ie the ones dropping now), and the set bonus, will remain unchanged regardless of future Legendary item updates.
They are getting buffed right now, very soon, they know, we know, it will be OK, I promise.

There is no way on Earth that this wasnt by design. There is no way this wasnt noticed during internal testing. Someone had to have said, "Um these Legendaries are pretty awful" - In my paranoid mind it was to force a re-itemazation on every lev60 who is sitting in full rares 3~mos after release.

I have seen each of the above at 800dps+ I would say that is rather useful
