I would take the 24% area damage myself. Drop area damage off your quiver and get the attack speed there. Quivers only roll to 20% area damage. As most people have found out, a really well rolled quiver is hard to come by. I've salvaged so man ancient DLMs because it was missing Max Discipline, crit chance, MS damage, or the orange threshold was low.
So this advice will only apply if you have a similar situation with your DLM. Of course now that you weapon is good, you can focus on cubing yellow quivers to ancient.
Keep the vit. Discipline to +12. 45% increase to your skills is better. Your damage range is almost maxed. You can get other bonuses on other slots. Only quiver, chest and weapon can give you max discipline. Hard to ever make it up except for a weapon upgrade. It would be like winning the lottery twice. Sure it can happen. Now you can focus getting an upgrade somewhere else.
The damage doesn't scale as a true +45% since it's additive, however. My base discipline without it is 76. 76*15 = 1140% multishot multiplier. At 79 discipline it's 79*15=1185% multishot multiplier. This is only a 3.9% increase in dps, hence the indecision.

I'm a bit confused what to do with enchanting since it has 11 Disc which is annoying In between with increasing 6% damage to 10% or capping the disc. Or if they're ok should i replace Life Per Hit with Attack Speed ?
if you're looking for a sheer damage increase, you want to be rolling the base damage (1402-1756) up instead of damage% or disc
if you play in groups a lot, lph is almost useless since you'll have a Monk healing your ass up, but if you solo quite a bit, pushing gr's, then lph is handy
The bow you call crap is perfect (well almost). You can roll Vit into AS, AD, RCR, which ever you feel is lacking in regards of stat balance, or you can leave it untouched for vit is also valuable as you get higher up.
min-max damage is ~100 dps short of the limit which is not worth it.
Dex and %damage are close to higher end, so it's better to leave them on their own.
If you don't have rcr on any other slot or less than 2 , then roll RcR.
If you have rcr on +2 other slots, AS should probably net you the most benefit.
If you don't have any AD on gear, don't mind rolling it, but if you have one slot with AD, having it also on Weapon will be useful if you are trying to push +60 GR group or solo.
Please help me reroll this Helltrapper. As a statstick, should I keep VIT and reroll the damage range, or reroll the VIT into CD?
If I think of the future, the changes on N6 set in 2.4 will allow to have CD only on one weapon, so rerolling VIT to DMG% is another option to boost overall damage (3348.4).
Well nothing much to say, all stats seem close to max.

With the incoming patch, the new vengeance skill will be an essential part of all builds. Marauder set and UE set particularly will benefit from vengeance via upraded set bonusses. The new Dawn crossbow will be the cube weapon which reduces the cooldown of vengeance by 65%.You are going to have to stack ~36% cdr to gain "perma-vengeance"

RCR -> Area Damage. There's really no other option.
Yes, I think Vit to AS is your best option. Annectdotally speaking, I have found stacking AS really works well for this build.

You might want to utilize this weapon with Marauder set instead of UE by then. In that case disc would have no priority..
