Act II and Act III can take me just about as much time depending on various things. Sometimes I can actually plow through Act III much faster than II just because my skill tree by then is more developed and even though the monsters are supposedly a bit tougher, my skills and stat points have easily offset the increased difficulty.
In Act II though, I can't freaking stand the Maggot Lair, and in Act III I can't stand looking for the Flayer Jungle.
I think I probably spent more time in act two but three always felt longest. I actually really enjoyed act 2 from start to finish, in fact I liked it much more than 3 or 5.
Act 3 just felt so long because of all the jungle stuff. I just didn't like that act until you got to Travincal. From there on it was great just because I liked the challenge of the council and Mephisto was my favorite boss aside from maybe Blood Raven. But yeah, that jungle, especially the flayer bits felt really long. I guess the Spider Cavern/Arachnid Layer were good though.
Pre-travincal part... it feels so long, and it sucks. Its no doubt the most boring and annoying part of the entire game. Everytime I played in LAN (starting new games) with people, we always ended up stopping here. Its ridiculous how lame me and most of my friends find this place.
Who likes never ending jungles, anyway? Oh, and with the more stupidly annoying enemies that are Flayers, uh... yeah, it feels like this part takes forever everytime.
Act II is certainly more worth the payoff I think than Act III. You work long and hard toward your goal, only to get snubbed at the end and fight some huge fuck off hydralisk that isn't one of the three Prime Evils. Then when you get back to town, everyone's like, "You blew it!"
I was pissed at the end of Act II, but in a good way. The game had pulled me in in an emotional way the way a game should.
I go for Act 3, I sometimes got lost >< and I had to go to town to restart my searching for the parts and the dungeons that have similar names you entered and there was no body part there. Act 2 was long also (for me) you basically had a giant desert with no trail to follow xD and those leapers were really annoying.
Conclusion the longest act for me was the IV :P(just kidding xD)

Yeah I would agree that Act III was the longest and most boring act in the game hands down. God, that stupid ass maze of Jungles that made no sense whatsoever. I'm in spider forest, no now I'm in the great marsh, now I'm in the Flayer Jungle, what the hell? I don't even think people that worked on the game liked Act III or the designer for that act was a sadist along with the guy that came up with the idea for the maggot lair.
I remember playing when I was 10, and through exasperated sobs, yelling "motherf*cker" at Duriel because he had killed me so many times. Maybe that's why you couldn't make it in time; you kept having to respawn, go through the portal, fight Duriel... just to die again...
For me the first time I played(probably a bit older, I don't remember) was actually a very good experience with Duriel. My neighbor who had lent me the game was disgruntled because his 1st character(a mostly summon necrp) couldn't kill Duriel. My first character was a spear amazon who killed Duriel with 3 or 4 impales. I thought he was stupidly easy the first time I fought him(how wrong I was with later characters) but then again I had been fully mapping out all areas and optional dungeons, including every fake tomb of Tal Rasha, so I had decent gear and was leveled in the mid 20s when I beat act 2.

I would say it depends on whether you are being rushed or not.
If you are being rushed, then 2 takes longer than 3 because there's so much you can skip in 3. If you are walking it though, I think 3 is longer. I hate walking the swamps though so I try not to do that anymore.
In Normal difficulty I hated act 2. The leapers and those damn beetles with there charged bolt kicked my ass or made me be overly cautious when playing hardcore that it took forever to get through and then Duriel awaits you in a telephone booth sized room. It was just insane. In Nightmare and Hell I would say Act 3. Not only is the jungle a fucking maze and a pain in the ass getting all the parts to make Khalim's will.....The Durance of Hate was fucking huge and those little undead stygian dolls or whatever they were just raped with their corpse explode. God I still hate those damn dolls. Amplify + Corpse Explode = dead motherfucker in most cases.

If a bad idea is bad the first time around, you can always go and make it terribad the next time around.
I loved Act III and still love it every time I go through it. It's also, in my opinion, the longest act, because you have to use more dungeons to get more quest items.
Act V was the longest for me, but its also my favourite. Act III was terribly annoying because of the jungle, but Travincal was ok. Act II felt very very long the first time but now its easy (I never got killed by Duriel), act I is done in a few hours xD

I don'r kno why, but i don't think duriel is such a hard boss. For summon classes hes the easiest because he only have holy freeze as AoE, and HF are a breeze compered to the other boss's AoE.
In general i think Diablo is the hardest boss because he have a very deadly spell (the red lightning). As in duriel you allways have time to use a potion or open a TP, diablo sometimes one hit kill you with that thing.
