I have a feeling that bonus xp on gear is going to become insanely popular extremely quickly. Obviously the people wanting to race to Plvl 100 is going to be maxing out their bonus xp while gearing for fast clears.
This of course means rubies are going to drastically increase in value, so make sure to hang on to them too!

I will admit that I never really gave a ton of thought to +xp gear as it seemed like I leveled from 1-60 in pretty quick order but: Don't most of those pieces have somewhere between 5 and 20 bonus xp per item - for a total possible bonus of, perhaps 200? How is that going to make any meaningful difference (especially since it doesnt spawn on lvl 60+ gear) in reaching Paragon levels?

Remember xp bonus is on low level gear, my bet is that the better gear you get the faster and more easy higher acts will be to clear.
That is unless they introduce level 60 xp gear in next patch. Or xp gear wont work with paragon levels at all.
Well, the socketed ruby is a % of bonus xp, so that is obviously where the real value is.
But, like Sabvre mentioned, 200+ bonus xp really adds up. We're going to have to kill millions of enemies to get to 100. When each one gives extra xp, it adds up quickly.

200 exp per kill can add up. Especially if the ruby comes in after the 200... (just remember that that 200 triggers on all trash mobs)
LOL Do you have any idea how worthless your gear set would be if you sought out 10 slots with +20 exp/kill? No, it won't add up. I understand and applaud your attempt to do some math and think outside the box, but this time didn't pan out. Don't let it discourage you in the future.
The ruby however, as most people instantly thought of (or thought of weeks ago when a parallel leveling system was theorized), should help tremendously. The difference is +exp and %exp. The gem's contribution will remain constant through all 100 Paragon levels while the +exp gear you bought will become more and more insignificant (already insignificant at Paragon 1).
I agree a ruby will be great to rush to paragon lvl 100. But if you just do it for the mf, is it worth playing all that time with 10 paragon level worth of mf (equivalent of a topaz instead of a ruby) less ?
That will entirely depend on your motivation to play the game. Do you want to MF or are you playing to grind Paragon levels and 'max' your character? They are independent reasons to play an RPG but not necessarily exclusively independent.
If you can MF farm and still clear the higher Acts without difficulty, then the only reason to use a ruby is the prestige of being near the forefront of the Paragon race on Diabloprogress. If however, you don't have MF or much MF and you've prioritized offense/defense on your current gear, then switching to a topaz now doesn't make much sense. You're already optimized for speed and exp gains, so why not socket a ruby?
You could probably do the math and justify a certain personal value of X MF > 31%exp for the first Y Paragon levels. But when you start getting into the deeper levels, I'd imagine that value shifts and more people will value the ruby higher.
Not quite. +exp/kill work great in combination with +exp% as they are cumulative. Also with the +exp/kill it would be possible to lvl quickly using "easy" mobs, such as those in Hell, and still get a substantial exp / hour value.
However... what's the fun in that. Plus you want the cool drops you can get in Inferno act 1 at least ^^
Whatever gains you think you're making with sub-level 60 gear with +exp farming Hell, you're easily losing in lower exp/mob in Hell compared to Inferno. Your point of +exp and %exp being cumulative is a given and already factored into the conclusion that it's still quite miniscule compared to Inferno. The real questions will require some quick testing once the patch is live - ie how much exp difference from mobs is there in Inferno between Acts?
Then the real sliding scale of speed vs exp can be determined when choosing what Act to grind Paragon levels.

What? No. it's the exact opposite. Once you hit, say, level 75 Paragon, you have 225 base MF. You can get 31MF by putting a Topaz in your helmet, bringing your base MF up to 256, ignoring any other MF stats you have on other gear.
MF Gear is still valuable in the early levels of Paragon, but once you hit 100, MF (and GF) is a stat you don't want on your gear, because the additional slot can be used for another buff.

You missed the point entirely. Please try reading it again lol.
As the Paragon levels increase, the time spent grinding each successive level gets significantly longer. Mob exp stays the same. At best you're killing the same Act III/Act IV mobs over and over for higher required Paragon level dings. As the leveling process gets longer, you're seeing a higher return on your investment in the form of TIME from the 31% exp gem than you did at earlier Paragon levels. This, like I said, is completely separate from your motivation to choose MF.
Myself, I do not plan on using +XP gain. I'm going to roll with it and take the lvl's and the accompanying bonuses that come with it as I go. I'd rather use that slot to buff my char as opposed to shaving off a few hours of grinding over a great deal of time.
Do we know how much exp mobs give on Acts 3/4. I'm asking that because I don't think you can have maxed +exp gear (below lvl 60) and still farm experience on Acts 3/4.
If Acts 3/4 mobs give a lot more xp than say Act 1, I don't think it's going to change that much.

You're contradicting yourself here. Assuming we will gain a constant rate of XP from paragon levels 1-100, you recieve a constant return of XP to time with a ruby in your helmet. We can assume the time taken to reach each next level takes more and more time (from requiring more XP to reach the next level). But, the benefits of levelling up are also constant. When you hit Paragon Level 90, you have 271% base MF. You can either continue on with your helmet, spending your time grinding for the extra 20 vitality and 30 primary stat points, of which there are diminishing returns, which at that point you would assume are negligible, apart from completists. Alternatively, you can have a Topaz in there to maximimse your MF. Given the cries about how "easy" inferno is, people will prefer the 29% MF over the 29% increased XP (it is an item hunting game, and if there's anything we've learnt from Diablo, it's that maximising MF is the optimal stat once you are adequately geared/levelled)
Now, given this, what about when you reach Paragon Level 80? You have 240% base MF. You can sacrifice one bit of gear (or maybe not even that) to boost your MF to the maximum 300.

Now rubies are definitely gonna increase in price
XP gear swapping is going to become the new MF gear swapping...
I can just see all of us running around with a spare set of lvl 50 gear with +xp.
I'm currently running with about 210 MF on my farming gear with a +25 topaz in my helm. I think that I'll just keep MF until I get to Paragon 10, or so and then I'll be able to start swapping out my farming gear.
I don't think we can really figure out this question until we learn how much XP the Inferno mobs are worth.

Rubies are going to be amazing because 31% is always 31% but +200 at 60 is not the same as +200 at level 5.
