We are likely to have a progression of the skills to 20/25/30 depending on the skills hardpoints. I think we will also have the information on how to calculate the skill for higher levels. We may also add formulas on how to add in elemental masteries as well. The last two may not be needed if we get the planner ported to ES. Since that tool will be a lot easier to use.

Is this Hardcore or Softcore
What level are you?
Which Curses have you invested in?
If you are getting routed than you need to see about advancing slowly and to use some of your curses.
Dim Vision curse will blind monsters so it they may not see and make life easier.
Confuse, Terror, Attract are very useful curses to use.

Let me see if I understand
Are you talking about waypoints for random quests that may not show up all the time.
I think they will not since that would be wasting resources that could be used elsewhere. I think the Side Quests are going to be real short and likely to kill so and so monster and things like that. There may be a special area for some side quests but again I think they will make it like the caves in Act 1 D2.

In later patches other things was added such that a paladin will get bonus if the Holy Shield was active and you do not use a shield. The skill would become Holy Parry (2-handed) or Holy Aim (Bow/Xbow). Later on other things were added such as putting hard points into Strength, Dexterity, Energy will give more bonuses.
The Damage Augmenter also adds bonuses to the character if going 2-handed. I believe the rogins oil that is applied to a 2-handed weapon adds extra bonus is using the Damage Augmenter to get the extra bonus. I will check the information later on and will add it to the wiki when I get to it.
For the enabler works like a charm so it will have to be in your inventory to function. In order for the augmenter to update when any changes are made you will need to click on the enabler and then place it back in the inventory to update it or a restart of the game will also do it.
I hope I answered the question

The level 12 and 18 skills have a max of 25. (Hard Points)
The level 24 and 30 skills have a max of 20. (Hard Points)
It is common for most builds to get skills up to the 60's and Higher. If players devote to getting skills (+all and +class skill jewels) then it is likely they will reach the cap of 100 skills.
The progression for skill damage will be the same after skill level 29. unless it is on a diminishing return but that information is available at the main ES Wiki.
