It only applies to public games which are a cesspool anyways. The real annoyance is that you have to be level 70 to join T7+ private games so even if your friends are willing to power level you then they have to drop it down to T6 first and recreate game after you're 70.
In my opinion paragon requirements for higher torments are so more people that own the game can test the ptr. It is not about leeching exp. The restriction is PTR only, if they planned to implement paragon restrictions next patch, they would not write ''ptr only''.
You misunderstand the patch notes, the "ptr only" section is more like "updates since the ptr first launched". It will go live unless they change their minds but there's no reason not to have these VERY minimal requirements for PUBLIC games. If by some miracle someone gets completely fed gear with 0 paragon then it still would only take a couple hours to grind up the paragon to go join the AFKfest of public games. Otherwise T10 pubs would get filled with tanky "support" players that are incapable of actually supporting even if they did have good dpsers with them.

by pl400 most people are capable of soloing grift 45.

A paragon 400-ish could easily stomp t10 with the right gear. There should be some allowance for people with the gear to stand.
I'm actually surprised that people join public games oO seems rather pointless to me, get grouped up with a bunch of randoms, you dont know what gear they have or if they will stay afk the whole time, especially when there's tons of communitys where you can find decent groups.

I'm also all for higher paragon per torment difficulty. The sole reason i dislike public games is the leechers. Leechers being people with crap gear, low paragon or just plain bad specs who deal close to zero damage compared to others.
Hopefully by having paragon restrictions at least people have played the game a bit more and have had a chance to collect their set items before joining public games above their actual item level. This still gives the problem of people joining in on their alt to leech gear when they do have their paragon sorted but hey, at least it's something.
dont mind well geared leechers like zdps but imo i think that para lvl requirement for t10 should be 500 not high like 1000 cuz then some highly geared pple cant come i cuz very few NONE BOTS are over 1200

I started a new toon after the ptr wipe (so no xp or drop buff) and had a "good levelling session", about 24 hours I think.
In that time, I levelled 0-70, mostly solo, geared up (again, solo), was around P190 and was farming T9-T10.
I might have been lucky on the drops, I might have some better tactics than the "casual player" (considering I did some research and played the game a lot), but you'll progress a lot faster in a group, where you can lootshare.
So when people say p500+ for T10, it is completely out of line, even 250 seems a bit high with the current drop rate (farming t10 without the 2000% buff felt almost the same as farming t3 with the buff, I hope this get lowered, making 250 more realistic).

This will only apply to season start. Say first 1-2 weeks. Then people will be starting alt toons and you'll have the same problem all over again when their account paragon is 250+ and their newly dinged 70 have <1 hour playtime (or whatever time it took for them to get boosted to 70). Eventually, it will become just as frustrating as it has always been.
I've got the perfect solution though: Make public TVII+ requirements based on individual character GR progression. You can still hop in a game and do (leech) GR 45+ with your mates, or TX with your mates, but you can't join a public TX game with your freshly dinged paragon 250 alt toon before you complete the equivalent GR in a solo game. This should be very easy to implement, can't be "cheated" and will forever lock undergeared players out of the highest diffs.

The level requirements are great and 70 for TVII is perfect. THe plvl req should be higher but it is a great start.
I hit paragon 250 a week into season anyway. Which is about the time it takes to have gear for GR40+.
I see no problems here.
I think it is a good idea. It will discourage leeching. You know how many times I have found a Wiz or WD with yellows in a 40+ rift!?
