Dont get me wrong, I understand that the WD is not supposed to be a pure summon class, but 25% wep dmg for Gargantuan, 20% Wep Dmg for the fetish army, of which you only get 5, and 9% Wep Dmg for the Z-Dogs.
Seems to me like the pets are nothing but glorified tanks. Was excited before to play WD but not so much now, does anyone else feel the same way?
You're not good with math are you?
Their damage is fine.
When you summon a Gargantuan you're adding 25% damage to your base damage. Let's say you use Poison Dart as your main skill, runed you're dealing 180% weapon damage every "cicle". If you have a Gargantuan you go from 180% to 205%.
The dogs deal 9%, with 3 dogs you have 27%. Now your "cicle is 232%.
When you use fetish you gain +100% weapon damage for 20secs.
And i didn't mention any rune. With an early rune the Gargantuan goes from 25% single target to 32% cleave. Dogs gain an extra 9% every 3secs (and you can have a 4th dog with a passive).
Summons are pretty damm alright sir.

You make a good point, however, Id say your math is a bit off. Your calculation assumes that the attack speed of your summons is the same as poision dart. Which I am fairly sure it is not.

You didn't evaluate damage you can dish out with thorn passive for sure, else you would say that pet's seem unbalanced. If you play long enough and can farm a uber gear set...

So, you and every pet you have would return 18326 damage when hit before reduction. I doubt anything can be as powerful as this.
I'm curious where you found this info? I, surprisingly i guess, haven't heard of caps on stats.
Pets are definitely fine I think, but you've really gotta use the right runes / passives to really capitalize on them. Theres also another summon that I feel most people forget about, the spider queen, I don't believe she despawns and thats one more minion out there. I hope she's more than 16% dmg though, but i guess thats the trade off for having the constant dps without spamming.
You are forgetting the main selling point of the summons, especially gargantuan. They act as meatshields allowing you to stand still and dps on the monsters while they get hammered, sort of a cc.
Their main purpose is defense. The extra damage is just gravy.

Voodoo mask and bracers are 1454 a piece too. I see you have armor as 1454 i imagine thats bracers.
So i think its even higher, close to 20k.
The fierce loyalty and zombie handler passive is a must for a WD using pups and gargantuan. And i will definitely stash high end thorns gear and build a Suit of Thorns for when I want to use pets. I might like thorns more if there was a % damage reflectedinstead of a fixed #. 15k thorns damage might look small if the mobs have a million hps per critter.

I want to travel to exotic places, meet interesting people. And then throw spider-filled jars of pottery at them.

So this confirms my point that the are basically just glorified meatshields.
I think the developers were trying to ensure that the player was the star of the show, not a very overpowered summon. No other class besides the WD has access to such a variety of customizable companions because they're unnecessary for those classes and do not follow the flavor of the class. Although I agree that on paper the numbers do not appear very impressive when looking at the WD's summons, I fully expect people will appreciate them more when they get to higher levels.
Why is it more exciting for you if they do a bunch of damage? You have 0 control over them. I find it much more exciting that they protect me while I actively do a bunch of a damage. It's not very fun to watch your monsters do all the work... because in reality you're just sitting there. I love that they decided to make them more defensive so that I don't have to kite and instead I can dish out some sick damage.

Fierce loyalty isn't required by a mile.
I won't be stacking thorns and life regen....
Zombie handler is also quite nice, but again I wouldn't say its absolutely required.
Petless WD is a flavor build.

"Is God willing to prevent evil, but not able? Then he is not omnipotent. Is he able, but not willing? Then he is malevolent. Is he both able and willing? Then whence cometh evil? Is he neither able nor willing? Then why call him God?"
It comes down to how you use your pets. If you are using them for part of your crowd control then Zombie Master and Fierce Loyalty+gear will keep them alive longer, and dish out a lot of additional damage. My plan on using summons is to hold the mob back while I fire away with damage dealers and the occasional soul harvest. If some critters slip through I horrify and drive them back towards my pets. If you are soloing then you could have 6 points of contact with enemy mobs. 4 dogs, 1 gargantuan, 1 follower.
If you are using a sacrifice build with +procs then no, using those passives are unnecessary. If you are using gear without life regen or thorns then fierce loyality will not be worth much. But the Suit of Thorns would be worth trying out. It's not like I have to reroll my character to change into a non-pet build.
Grave injustice, spirit vessel, or Spiritual attunement would be my 3rd passive choice.
The pets build I am thinking of using will be utilizing pets+ horrify for crowd control. Soul harvest for +int buffs and 2 damage dealers.
Either way it will be fun trying all these builds out.

Meatshields that still do decent damage, sounds good for a pet. As you mentioned WD pets aren't ment to be the answer for everything.
