Personally, I think that the way Blizzard has it now may be better than what I assume people are suggesting.
Say you're going from killing trash to a boss fight, and want to swap 3 of your 6 skills...
The way Blizzard has it set up now you could swap all 3 of those skills at once and have to wait 30 seconds (plus the time it took to swap the 3 skills) total before you begin the boss fight -- this would take around 35-40 seconds.
If people are suggesting that the skill become usable immediately after it's swapped in, but you can only swap one skill every 30 seconds, and you needed to swap 3 skills you would be waiting a minute and a half before beginning the boss fight. The more skills you want to swap, the longer you'd have to wait.
There's positives and negatives to either way it works, of course.

Playing a Wizard. Looking for Demon Hunters to play with.
I dont get what the big deal is... if your swtiching skills mid combat, you deserve to die. You should be fighting when there are demons nearby, not reading menus.
If your mad you died because you put all your skills on cooldown with 50 imps chasing you, thats not really a system issue. You were aware of the risk, took it, and paid the price.

Ignoring all that, though, the thing I like the most about the new system is that I can actually bring up the panel that lists all the skills whenever I want without having to be at an alter. Not being able to take a quick peek to see what level I get skill X at, or if there's some skill I'm not using that I might want to switch to at some point was a major PITA.

I feel the same way =D This system works pretty well, it's just the fact that it's 'new' and people have taken on a liking to hating on blizzard, like it's cool or something.
To be honest, I think the original system was fine. who cares if people played with skills menu open? thats their choice. is it overpowered? maybe in PVP yes, but PVM it doesnt really matter. In Inferno difficulty, switching out a skill isnt going to make you an overpowered walking tank. what happens when you run into a physical and fire immune pack of enemies and thats the only damage your current skill system has? are you to teleport to town or run away for 30 seconds just so you can kill this one pack? i really dont see why the original system needed changing. just like the attributes, or the identification, or the salvaging.
ive been holding back my QQs cuz i had faith in blizzard, but this last patch of updates sucks. theyre delaying the game, to make an unbroken system, into something worse. and theyre doing the same thing they did with WoW, making the game so simple that a braindead monkey can play it, so 'new' players catch on faster. new players arent so stupid they cant figure out what 'deals damage as lightning' means. ruins the game for returning fans.

Blizzard used to care about releasing Diablo III, then they all took an arrow in the knee...
The problem with everyone crying for them to just release as is, is they have played 13 levels in a very limited beta. Claim all you want, but you have no idea what changes happen between 14-60
I think this is a better system as well! Instead of having to return to town and go find the altar, everyone can just switch to their boss fighter build and talk for 1 minute or so until everyone's skills are ready. But it also removes the ability to switch mid-battle and using more than the 6 skills you're supposed to be allowed. Out of the three ways presented, this is definitely the best so far.
Also, on an unrelated note (regarding the thread) I am going to be playing as a Demon Hunter, and I'll have another friend as a Wizard if you're willing to play with us haha xD We need 2 other players for a full lobby.
i think switching should be like town portal so you wait 3-5 secs before being able to change skills and breaks when hit, then wait 10-15 sec before using the skill.
edit: or maybe remove the 10-15sec before using a skill and replace it with 10-15 min cooldown that prevents you from switching the skill again.......
Well the 30 sec CD prevents you from using that skill, AND from switching it again.
i know, i meant letting you use the skill right away but prevents you from swapping it again for 10-15min (provides choice and consequence and prevents prejudice) and the 3-5 sec casting before being able to switch is to prevent switching mid fight.
i think switching should be like town portal so you wait 3-5 secs before being able to change skills and breaks when hit, then wait 10-15 sec before using the skill.

How it is now makes perfect sense. The whole point of the 30sec CD on the switched ability is so you can't be in the middle of a boss fight and then go "ohh shhii, I really need this other ability right now". You commit to a build for the fight.

The bulk of the replayability in D2 for me was trying out different types of builds. Each class had a ton of different ways you could play them. Easy skill swapping in D3 makes it seem more like you are just playing a Wizard (or whatever) that is just like every other Wizard. You have all the same skills as every other Wizard available to you and very little restriction on when you can change up which 6 of those skills are currently hotkeyed.

In any case, it doesn't seem worth spending too much time worrying about this just yet since we don't know what changes might come with the pending skill/rune update. We also don't know how socketing runes into skills may interact with skill swapping (are the runes bound to the skill or to the skill slot? would swapping skills automatically unsocket the rune from the slot? can you even swap out a skill that has a rune in it? etc)

My argument to you would be that even in D3, you still are trying different builds by switching your skills, and you only have 6 active. Look at D2, the only difference was that I had to go to a vendor, then I could switch my skills to be exactly like you. It's the same thing, with less of a restriction on where your toon stands when you switch skills. Also, just because I'm ABLE to switch skills doesn't mean I don't want to stick with one build and try to make it work. Again, as I've said a million times on this topic, it boils down to a control issue for people with the same stance as you; Even though you'll never see me, I'm in a different game, and I don't effect YOUR gameplay, you want to control how I have fun with a video game.

so you press that button wait 3-5 sec the window opens then you switch as much as you want then the skills that got switched get the cooldown... so it is one 3-5 sec cast time.

assuming you one shot the boss then yeah you will have 10 mins of boring gameplay but then you wont need to switch to definsive skills in the first place.
but in a normal enviroment where you fight that boss without overpowering it, i think it will take more than 10 mins before you feel the need to switch again.
i think this misunderstanding is either because english isn't my native language (obviously) or because i am not in the beta...
I play Beta, Tried this out on my barb. It actually works well and I do have to say I'd rather it be like a 20 sec CD because Sometimes me and my pack are moving along and I switch a skill and now we're fighting monsters and i'm shit out of luck with cleave on CD leap attack on it's normal Cd and Threatening shout with no Fury... It's tough but I assume it gets better when I have more skills to play around with.

I agree with some its a bit better system than with an altar, but I dont understand why Blizz havent choose a perfect way, out-of-combat swap without CD. This way everyone would be happy - both players, and Blizz would remove exploitation (in-combat skill swap).
This is because diablo doesn't have an out of combat, in combat system. That's WoW. Implementing that would require more development time.
