The templar's class specific item Grail says required level 53?? i thought it was intended that followers become useless after normal. does this mean they have changed their minds and we will be able to keep our leveling buddies into the later difficulties?

Well yes, you can level up your follower to 60. Without the best gear on him he'll be worthless, and probably pull mobbs and wipe you =P
I'm guessing you can take them in inferno, but not do very well with them. It's probably an item dump to make your follower look cool =P Also a completionist like myself will want the very best gear, even for my soon to die a lot follower

How will the game be balanced around the followers?
The followers won't be a massive part of game balance. They're there to make the single-player, normal difficulty experience feel more cooperative and to aid in enhancing the story. These factors lose some importance in multiplayer and in the higher difficulty settings of the game, and as such, the followers won't be as relevant there.
Followers will still be beneficial none the less if they remain alive... anything to mitigate some damage/support your group will be beneficial... From a hardcore perspective...

i dont think your making the assumption that you can keep them in party scenarios but il clarify anyway that they are for solo play only
I think the Followers will be very good and will survive Infernal and might even be able to kill as well. Also since followers are only for single play they will be stronger. Blizzard also but a lot of work on designing the followers if they were only designed for normal difficulty than I think it was a waste of time to give them quite a bit of customization.
They have 3 jewelry slots, one weapon slot and or off hand slot plus the special item the follower has. Granted the customization will be quite a bit less than the character but still be very useful.
You can craft some nice gear for the follower as well as give them legendary items. You also have the option of enchanting gear to grant modifiers to gear.I do not know if it is a one time enchant or if you can do it more than once on an item. If more than once it will likely be some sort of a limit to it. If you can get some nice gems to socket the gear you can either make them more survivable or to add to their attack.
To survive in Infernal will take a lot of work to get them prepared since they will likely get scraps from most players since you will be looking after the character first.
I am looking at giving the follower as much attention as my HC characters. It will likely take some time to figure out what gear or skills will best work for the follower and the particular character and skills of the character.
I think it will be easier to make them survive Infernal than it is to make them kill.

On Strike and supporting Fallout 4 Mod Makers
Some fallout 4 mod makers have had their mods stolen and uploaded and downloaded on Bethesda's site for the Xbox One.
I think it will be easier to make them survive Infernal than it is to make them kill.
This is a little old so it might've changed, but Bashiok said this about Followers:
Followers will not stay alive easily past Normal, and if they're not alive you aren't going to be getting their bonuses. I'm sure people will try to game this, and ideally they will fail. If not we will ensure followers are not part of the end-game MF equation. They are not intended to be, and we will take whatever steps are necessary to ensure they cannot be.
That blue post makes me think what's the point really ?? Followers are sort of useful in normal and then Blizz intends on completely phasing them out. Why are they in the game?? To help the nubs along in normal? Create some sense of co-op? This is silly and they sound useless. They should be a part of the game or completely removed, not caught somewhere in the middle.
