Every time you finish a greater rift run, there's a chance that the new artisan appears. I've seen him in as low as Grift 17. You can then upgrade your gem. presumably once.
Rinse and repeat. Once your gem is rank 50 you unlock the second bonus. You DON'T have to complete a lvl 50 Grift lol.
Where and when should this artisan appear? After you kill the Greater Riftboss? Do you have to go on?
Actually it's when you don't go on xD When you run out of time and kill the Greater Riftboss he will appear right there. I don't know what levels he appears from, but i saw some1 say he saw him at 23 so 23+(could be way less ofc).. Just look for him around your loot xD
the new artisan will only comes out if u failed to beat the level faster than the time limit. This artisan is the one able to upgrade the legendary gem shown by OP and other similar jewel

I've had him appear at a failed Grift lvl 17, and him not appear at a failed Grift 21. Like I said before, higher levels gives you a better chance.
^I havnt failed below 30 so you're probably right regarding that. Still, doesnt change the fact that she only appears if you fail. That means if you want to optimally upgrade your gems you have to purposely fail at a high level.
I think the intention is that you go as far as you can, and then when (not if) you fail, you can talk to the artisan.
I can't think of any reason to intentionally fail other than impatience.
It's totally possible that you are in a good group that progresses until level 45+, but has a fairly "slow" killspeed of about 10 minutes from rift 30 on, so you only progress a few or even just one Greater Rift per "win", but you go on and on and on. So essentially you have to run through all those rifts - 15*10 = 2.5 hours, not including breaks, just to spawn the artisan (because at some point this might be your only goal)?
I think it would be better if he would spawn once, in town, after a certain GR completion level, and stay there until you fail. You can upgrade and stop progressing if you want so, but you can also go on. Right now you might waste hours and hours for unnecessary progress. At some point Greater Rifts will mostly be about upgrading your gems as fast as possible, and the current system might need some tweaks, imho.
Not to mention if you are using trifecta plus main stat jewelry you are reforging one of those dmg boosting stats for the socket, although the gems give you cool affixes you're sheet dps is going to fall.
Sheet DPS for me has already gone out of the window as soon as I really realized the full potential that actual non sheet dps held... when you realize how good most of the non sheet dps is you'll get over it as well... yes CC and CD is awesome.. but honestly AS can be really bad compared to CDR area Damage, elite Damage, elemental damage.. in fact yes CC and CD is awesome, but in a lot of cases i'd give up small amounts of CC and CD for elite damage, and elemental damage in particular... when you can pretty much one shot most normal white mobs... and then crit elites for triple of your normal damage due to all the bonuses to elites and the like it changes your game big time...
There is a reason that SOJ is so saught after even though your character sheet stats plummet to oblivion upon wearing them.
The real "issue" I have is that this patch is going to essentialy cause us to regear.... with the changes to health globes and LOH and Regen... those stats are going to jump in priority... I noticed that at about 24+ on my crusader that my paragon points for regen and LOH just wasn't quite enough to get me over the hump... and if I'm going to progress to 30+ some LOH is going to be mandatory.
With all these other stats becoming priority on most of our DPS pieces... rings amulets for sockets... and LOH is going to need to be on Gloves or bracers probably at a minimum... damage is going to look a lot different in the next coming months.
Yah next patch for sure people will be seeking those 5 affix legendary jewelry, but no one is going to wait around to use the legendary gems, something will be saraficed to get the new gems into jewellery.
Also, I'm not saying sheet dps is good, obviously the bonsu elite dmg and ele dmg mucks the whole the thing right up. the only ppl that need the sheet dps are ppl levelling, if you're at 70 its pretty useless, and its totally pathetic that ppl have to go to 3rd party websites to find out what their potential dps is with ele, and elite. But there are clearly bigger problems in the game that should be addressed first. My point was simply that the gems will only increase the margin of confusion of your dps in contrast to your actual damage capability.

Why not a 500% damage increase in town? Makes for killer profile dps like the old DH passive that gave 100% crit for one shot.
