Well, you are technically right, but I think the clear part was when he was asked about a "worldwide release" and he said no they'd be different, I'm pretty sure that means what it looks like it means, and would be shocked to find out otherwise.
Indeed but he still hasn't said "midnight for all time zones" so there are still many questions to be answered.
After all, the industry's biggest games are famed for that 00:00 launch. It would be disappointing for a lot of people if it wasn't like that for Diablo 3 as well. And Bash specifically did not mention midnight launch, which would've been the easiest thing to say.
I interpret the tweet as meaning that Asia, EU, US, etc will all have their own launch time, but all timezones within a region will have the same launch time; e.g. all US servers will be online at 12:01 am PDT.
If each region gets its release time, it's somewhat safe to assume EU and Asia will get the door opened to them first (they are ahead in time after all :P) and I just won't be able to hold myself on the spoilers (plus being a forum mod).

I doubt they will give it to EU first, but who knows. i want them to release it here first since i would also fall victim to all the spoilers, though i will probably restrain myself from internet use if this is not the case and EU gets it first

I'd definitely play on other servers even if the characters wouldn't transfer (if anything to make sure I can progress through the story in the Americas while skipping the content I've already seen).

Incorrect. The part that he talks about restrictions, yeah, they're planning on having global play disabled at the beginning to prevent specifically that.
