Well I dont know if anyone has said this yet but. First WoW took the idea of skills and talent trees from Diablo, and then with WoW they improved on it. So really you shouldn't have a problem with this becuase D came first wow came in and siad hey lets try it this way and perfected it.
This is kind of why i hate these forums people say things like "Zomg WoW this..WoW that" when in reality WoW devs took so much from D1 and D2, but since it seems people who played D2 never played wow they cant realize this fact.
What if all skills are still 20 max, and the 5/5 means the person only have 5 skill points into it. I have seen games that allow you to use weaker versions of your skills so that you don't waste mana, so maybe the 5/5 means he is using the highest level skill that he knows, but it can still go up to 20.

Just a thought.
The image below shows Battle Cry, a Barbarian skill at 5/10. So, I am guessing that we can see max ranks even if you do not have them all.

NP. Here is a slightly fuzzy Battle Cry that I captured by pausing the Flash movie and taking a print screen. It shows the Barb at 5/10 in this skill.

That is kind of what I am saying. Maybe he is only using it at lvl 5 because it is over powered and he doesn't need it to be at lvl 10. I highly doubt this is the case, but if we're just speculating, I figured I would throw it out there.
Looks to me like its a talent point thing that you just put points into much like the previous game. I personally like the idea of having talents require fewer points into them, because then not every talent is a total sink that you have to spend 20 levels to fill up.
here we can see clearly from the gameplay video there is a 1/5/10/20 progression. this was just a little sample which will assuredly change, considering some of the skills in there dont change with ranks up and cost nothing to cast.. they were soley there for giving us a taste of whats to come, but it seems almost certain they have done away with the 20 points max for all skills. i personally am all for this, there is no point in me putting 20 points into ice bolt which i never use just to max out blizzard synergies for my sorc. i would much rather have those points to put into energy sheild or frozen armor or something of the sorts.
I'd prefer it maxing out at 5. If this holds true in D2, and assuming you gain 110 total talent points, 5 points per talent with a total of 110 = 22 talents to develop. With D2's system, assuming you end with 110 total points to spend in D3, that's only 5 talents you can max out. With 10 points leftover for a synergy or two.

Exactly. Even D2 didnt need a 0/20 skill point system seeing as there were so many skills that you either ignored because they were usless or you only needed to dropped 1 skilll point in it.
The whole synergy thing was really only a way to fix a shitty skill tree (No offence, but Blizz really dindt put much though into the skill tree at release. I dont want to have to drop points in skills I wont use just so I can make other skills better.

I'm all down for fewer points to max a skill. More diverse characters would be fun. I find it enjoyable to not have to plan around maxing 4 skills including synergies.

There are no cheap tactics, only good ones.
Don't be afraid to take a chance, your skill will help the dice roll in your favor.
Be polite. Be efficient. Have a plan to kill everyone you meet.
I won't argue with that, but I still find the notion that we will be able to max all skills by the level cap just because some have a max of 5 ranks a faulty assumption.
I didn't make any assumptions about Diablo 3... I was just explaining that the idea of having different builds in any game requires there to be options that you can't have. In the case of Diablo, the less skill points you have available, the more your decisions where to put them matter. A few people seemed to be a little confused, and I just wanted to clear some things up.
In fact I'm sure Blizzard wont let players use every skill after they're done leveling up.
I'm just thinking out loud here, but if you get a significantly smaller amount of total skill points to use, say one half, (to make the 5/5 and 10/10 skills act like 20/20 in Diablo 2), and we know there are still 20 max point skills, that would make the 20/20 skills a pretty huge investment.
The fantasy answer, in this case, would be that we still get 1 skill per level up, but there are way more skills to choose from. ...Oh well, I guess its pretty pointless to be making guesses at this stage, since its bound to change regardless.
Personally i think this makes perfect sense. For example, look at skills such as teleport, Cloak Of Shadows, or static. Why put more points into it when it does not really make much of a difference? 1 mana per skill point was hardly worth maxing these skills, unless your build was allready complete (such as Smiters, only 60 points).
This system is much better. Some skills are vital, but not good enought to be worth spending important skill points on. Realistically, some skills cannot become good enough to be worth investing tons of points into them.
And as for +skills, it is very easy to put a hardcap on the skill level of a certian skill. They could make it so you can keep on stacking the +skills, but that skill has a maximum level at say, 10, or w/e.
Where did WoW get its skill tree idea from? Blizzard has a tendency to take what they know, and improve upon it.
Think about this:
Lets take Axe Mastery for example. If they decide to do 0/10 instead of 0/20... the skill would increase to the same level, 20% increased crit, but at a more rapid pace. Remember, on one of the panel discussions, they are working to make an epic game, not a game that penalizes the characters for being too low of a level based on build.
WoW's talent tree mechanic required a prerequisite skill amount to be completed to move on.... which prevented Rogues from saving up all their points to get the final tier of each to make them unbalanced, forcing them into one role or another... This was designed for game balance. The Synergy system with the 1.10 patch did the same thing, but on a different level. Now you don't have a Sorceress with 20 into Lightning Mastery, Nova, Frozen Orb, and various other skills which could very well over-power the class. Granted, I enjoyed my Nova-sorc... but being able to solo-clear Hell Baal pre-1.10 was a bit excessive.
Now, will we be able to hoard points to pick and choose from different trees? Who's to say? As far as 0/5, 0/10... I wouldn't mind as long as it's balanced. Having +skill items? I doubt we'll be seeing a + all skills, but I am pretty sure we'll see + to specific skills, maybe even whole trees... but remember... using WoW's talent tree model, skills that had less points to spend in them, like 0/2, increased quite a bit per point, 15%/30%, 10%/20%/30%... It will free up more skill points to better suit your character, even with a level cap of 100.

30/20 mastery. 13/3 mega-power-of-heaven
Doesn't make sense.
Wells that doesnt mean they wont still give +skill items. The items might just stack on some skills, not all.
