Hmmm IK+WoW sets can we incorporate it into it? we just cant use focus/restraint coz we need to cube royal ring... So ill have to go back to cubing royal and have skullgrasp/convention equipped?
This, along with the Rend change, should help to make WW competitive with all the other builds, rather then the current iteration where it can barely do GR 70.

If this turns to be true, then its skull + unity for grifts, and for t10 will be F&R + skull in cube as its way better than convention of elements for ww users. I like it!

Most other builds/classes do T10 reasonably fast with whatever rings, faster with good rings, not like WW where you are forced down to T7-8 to not spend over a minute killing the RG without that one item.
Is the change going to be retroactive, so if we have a really nice ancient one tugged away in our stash, then it's perfect - or are we going hunting for a new version of it?

It's not bad design at all. Every build has at least one if not multiple stand alone legendaries that drastically improve it, and in every one of those cases you're 'sacrificing' the slot to use it. This particular example is actually really good, because skull grasp can be cubed. Therefore you still can run FnR, or whatever ring combination you want.

Every T10 build is forcing us to put exact items to every spot. Diablo 3 was not about choices , but more and more we are having more than 1 efficent enough build for every aspect of the game.

Yes, but you misread what I wrote. It is bad design if you need a ring to even compete in T10, let alone high GR`s. If a set is so weak, that you need a ring to do what most other sets can do with mediocre gear, then it is "bad design".
The set should be buffed as is, and THEN you should have the choice of a ring or whatever other slot. The set is way too weak and has been for a long time, compared to other sets. Which is my point, not that you HAVE to have that legendary, cause its that way with basically every build. 6pc power of basically every other set > WW set. A lot of other sets have a multitude of uses and builds, and are not limited to a single damage dealing skill , that deals 1/10th of what every other set does.

you also forget that before it stated that it increased weapon dmg, not whirlwind damage.

lol you guys are wrong about Skull grasp affecting dust devils from waste set, it will ONLY affect WW damage, DD's remain the same as before...
I just wonder what's better next season ww or ik? For grifts...
