We've known for years they begin work as soon as the previous project is finished, sometimes prior. Hell Blizzard JUST said they're like 2-3 content updates ahead of TgT for Hearthstone, and that's not even out yet. They started D3X2 before RoS shipped, and my money is on not only an announcement but a ton of info this Blizzcon. They made a point to say that WoW's next expansion is going to be announced tomorrow / HS will have just had TgT launch / we already know a ton about Sc2LotV / HoT's just launched and is already going through new content. All that's left for actual surprises and announcements would be OverWatch and D3, and considering they straight up canceled a Blizzcon years ago because they felt they had nothing new to bring, AND that at the most for OW they'll be talking about when beta starts, yea money's on D3.
Pretty sure it's D4. I don't believe the hype that D3 is getting another expansion. Besides, if we're trying to read between the lines... It does say in the title line "Next hit game!" Not "Next new content patch/expansion"
Also note: they had a great send off for Kevin, so I highly doubt they'll go on by delivering a death blow to the franchise.
For the last few months, there was a listing under diablo named "art director". I just checked yesterday and that exact listing was still there. Today the listing changed to "art director, unannounced project". Not sure what this could mean, or if it means anything at all.

However, companies as large as blizzard are always working on stuff and have attrition. It could be that they are planning a back-fill for someone who is in the process of leaving the team. You can't assume that the project hasn't already started or what it consist of until it is announced.
They are also looking for Art Directors on WoW and an Art Manager for StarCraft. Take all these postings as a grain of salt.
I'm guessing that announcement is for D4, but at Blizzcon they will show the next expansion for D3. Unless they got another new game, D3 expansion is the only thing that makes sense to announce there.

They would NOT be seeking an art director for D3 unless;
a) The 2nd xpac hasn't begun development yet
They seek a director for a 3rd xpac
c) They seek a director for the preliminary stages of D4 dev'ing.
I'm guessing it's for a 3rd xpac.
With the recent revelation that D3 has sold 30 million copies, well this validates them pushing for a 3rd xpac to milk this thing for all it's worth, and apparently it's worth a LOT.
As far as D2 goes; I have serious doubts that will ever happen. The cost of such an endeavor.....not sure it'd be worth it.

Why invest triple the money and time into a new game engine and system when you can spend a minimal amount of effort on an expansion with the same price tag and the same number of people will still buy it?

While it's true they will exhaust D3 (probably by making 1 or 2 more expansions), if there are any possible plans of a D4, they started working on either enhancing the D3 engine or building a new engine from the ground up for a possible D4. The wonderful thing about engines is that they can be modified and enhanced if they decide to scrap a D4 and it can be used for something else.
That said, I'm not expecting any news on a D4 anytime soon, but that doesn't mean they aren't already investing money in early development of an engine.

It took 10 years to make d3. Hightly doubt a d4 is anywhere near coming..
D3's development cycle was critically harmed due to internal politics and regime change. If not for the odd goings on internally, Blizzard could've cranked out D3 much faster, and much more complete.
It's not accurate to say that it took 10 years to make Diablo 3. A better way to term it would be to say it took 5 or 6 years for Blizzard to overcome the setbacks laid down from the fall of Blizzard North.
It would also be fair to say that it took 2 years post-launch for D3 to overcome Jay Wilson being granted the stewardship of the franchise. His inability to meet fan expectations in regard to Diablo itemization proved nearly fatal for the franchise IMO. But that's another conversation altogether.
I still have my hopes up for a pvp expansion. One that would include solo / team arenas, pvpve events and matches like dota style maps or whatever.
If done right, this would surely increase the active player base by a lot. It could be a lot of fun to have something to do other than farm for gear to be able to farm more gear (or paragon...).
I know people say that Diablo is not a pvp game but in D2 we had an awesome pvp community with endless innovative builds and ideas - if you were into it, you'd know that it was nothing less than crazy and fucking awesome. To a lot of people, including me to some extent, pvp was the real true end game of D2. I hope the D3 dev team could pull off something like that in the next expansion, just a lot better than what D2 pvp was since it was heavily limited by its simplicity in terms of settings and options.
