My sister is currently in South Korea teaching English and she told me over Skype about this new law that prohibits any under 16's from playing online games between 12am and 5am. Obviously this age restriction is heavily flawed since there's no way of monitoring the age of online gamers exactly.
She asked some of her 10/11 year old students why they're sleeping in class the whole time and they said they've been waking up at 5am just to play some online games!!! She also said that they are going to bed at like 2am...and sometimes when she's going out with friends to the bars ect. she actually see some of her students walking around at 3am...they're fucking 11 years old!!
Now in South Korea they have normal school until like 3pm and then afterwards they have "after school activities" till like 11pm (extra class and sports ect). So the only time they are able to play online games is when they wake up at 5am and then play till their school starts!!
Anyway, if there's any South Korean on the forums, some light shed on this will be appreciated.
Edit: Forgot about the correlation between this and D3...since it's only under 16's and D3 will probably get the Mature over 18's rating, this will heavily restrict under 16's from being able to play D3 at all!! With this, Blizz will lose quite some SK player due to this...
But of course under 16 SK player WILL find a way to overcome this and still be able to the game.
Looks like they've changed the Bill a bit: instead of restricting under 16 year olds to play between 12am and 5am, they now restrict your online gaming to 4 hours a day. But when you play for 2 hours you are automatically logged off and you can then play the other 2 hours after 10min of waiting. They call this the "Cooling Off System".
Furthermore, under 18's aren't allowed to participate in any sort of betas, regardless of the game's rating. Companies that fail to enforce this rule can be fined up to $24 000 or 3 years in jail.
So that's the jist of the new Bill. Shame, poor adolescent gamers! Only thing that tickles me is how they're gonna monitor it...

The law is stupid regardless. I cannot show respect to a country that tries to add such ridiculous laws. If all your children are dying over online games then its a psychological problem Laws don't make that go away.
I'm sorry, but there are a lot of examples of laws protecting people from themselves in the USA aswell. (And other Western countries, for that matter). I don't quite see how this is a ridiculous one, although it seems a bit hard to actually enforce.
Their culture is different from ours. We have more free time and less social pressure, they have more results. Who's to say they're "doing it wrong"?
The only thing that comes to my mind is PC Bangs won't let kids play after 12am, this is actually pretty big in Korea. This would also make sense for the sentence, it's easier and less controversial to give a fine to a PC bang the same way you fine a grocery for selling alcool than it is to fine said kid or parents.
But home computer I don't see how.
My only issue is that these kind of things "protecting people against themselves", I have always be cautious of. To me, if someone wants to do something, that actually hurt nobody but themselves, they will find a way to do it (drugs, alcool, this). Prevention in these matters seems like a far better way than prohibition. If this is a real issue for Korea, maybe its time to investigate why they act as such.

Its completely moronic law the issue should be handled by the parents, yes there are bad parents but this law wont guide kids who have bad parents in the right direction. The kids can still play offline games and do all sorts of crazy shit between 12-5am wtf is this going to accomplish.

It's sarcasm. My point is certain laws are created for the simple matter of determent. I guarantee that a lot of people will disagree with me on this... statement but:
People are willing to let 6-10 year olds play M-Rated games, Watch R-Rated movies, and let their adult oriented content sloshed around in the children faces. (regardless of the fact that socialization occurs at that age, and mainstream sociology, psychology, and physiology all prove that this is the most sensitive age).
If they are willing to do this... then they aren't going to parent properly anyways.
