IF anything, monk got buffed. Cyclone Strike was scaled down but the effects / spirit is about the same (atleast the damage is). The Serenity cooldown being reduced to 20 seconds makes it a much more viable ability considering the short duration. The other small changes are just slight adjustments.
hydra is still going to suck with the one limit and arcane mines are now trash with that super long-ass arm time (oh and the totally uncalled for damage nerf)

Ummm... blizzard got NERFED everyone, not buffed. Unless I'm misreading it. It now does 255% damage over 6 seconds... which would be 42.5 per second. Before it did 43.3. Blizzard still sucks.

I disagree! I'd say it's a huge buff because it does 255% weapon damage total for the same amount of arcane power that the old version of 130% weapon damage did. That means that if you use several of them simultaneously that will most likely be more damage rather then if you only did one at a time. You can afford the same amount of blizzards on one full pool of arcane power but the total damage should be higher (English is not my main language but I still hope you get the idea here)
Blizzard sucks because I'd rather use Ray of Frost (Sleet Storm Rune) to get 200% per second damage compared to 32%. It's the same reason haunt just got a big buff. DoTs in D2 aren't that useful unless they do a ton of damage per cast. It's much better to kill something quickly. A dead mob does no damage to you. I could see blizzard being useful for the slow to help kite, but the damage is pretty low.
The change was a change... it wasn't a buff or a nerf. Positive=It does more damage per Arcane power spent. Negative=It does less damage per second.
WD took a big hit, higher mana cost and lower damage on alot of skills #bummer
I think the WD needed a re-balancing. I don't think this is a hit at all. It just makes it so your base mana regen is less useful and abilities/gear plays a bigger role in mana regen. Haunt is also actually useful now and Insect Swarm sounds a lot more viable.
this^. people tend to see damage nerfs / mana ups and immediately freak out and say they are negative before thinking it through. looking at the big picture. and seeing that some skills completely changed.

This is because enemies move and "most likely" (definitely for blizzard) the effects don't stack. Easier to make sure an enemy is getting hit for all 3 seconds than all 6 seconds = nerf.

in hell/inferno. mobs wont die in a measely 6 seconds. you can see this in blizzcon previews where it shows the monk beating a mob over and over and over and it still standing. so DoTs will be extremely useful later on in the game. blizzard got a buff IMO because its longer and acts as a slow, blizzard was never meant to be a main dmg dealer its a nice AOE slower that allows you to use other spells more effeciently while the blizzard is going on, and since its longer = more time to effeciently use spells. such as meteor. since meteor takes a second to come down blizzard is perfect used in conjunction.

Keep in mind that the damage is almost identical; a total of 5% weapon damage over the full duration, or less than 1% per second. It's less, yes, but not significantly so. Further, the AP cost hasn't changed, so the damage per AP ratio has improved. Lastly, note that if you're figuring this out all mathematically, note that any damage dealt with the new blizzard after the three second mark is all bonus damage; even if an enemy only stays in for four seconds, they're taking more damage than they would have taken under the old blizzard for three seconds. It also means you have more time to cast the blizzard and then lure enemies into it, as opposed to casting it in the middle of a fight. Basically, it's overall a better skill, and the only drawback is a slight decrease in DPS, but a significant increase in total damage for any enemy in it longer than 3 seconds.

It is a Korean concept that some US publishers began to support around the turn of the century. They can go to essentially an Internet Cafe, but for gaming, and rent gaming machines (with internet access and the latest games) that you wouldn't be able to afford/access otherwise to play the newer games available. The strings were added simply so that those cafes can do their job easier -- it's a lot better when the game itself understands that it's being rented.
Seems to be, to prevent purchasing "cheap" russian game copies and using them in western countrys.

That isnt for region restriction. Its for using the right client for your region. For example using the LA client if you are from South America, just like sc2. Dam if thats the case i wont be very happy
I don't think there is any region restriction to Diablo 3. I believe that basically everyone, no matter where in the world you are can choose to play on whatever region you want to. At least I think this is the case with the Digital Download and Global version of Diablo 3. If I remember correctly the game itself should not be region locked and you'll most likely only have to change region or possibly download another client and full installation of the game to play in another region
Correct, the binaries (digital or boxed) are all the same -- that's why they call it a "global" release. There are two things to note:
- RMAH is regional, as it is governed by your local country. Even if you play somewhere else, you'll be using the RMAH that is for your local country.
- There are servers where you create your character, but you can create it on any server in the world. It is, of course, ideal that you use the local one for latency reasons. The NA server (North America), and is default for US, Canada, Australia, etc (the standard group), but you don't have to use it. Note that the Gold AH is server-specific, so you're picking that when you pick a server also.
