With this video, we would like to show you a first look at the runed versions of the Wizard's Shock Pulse. As always, please keep in mind some effects or graphics may be missing or not be working correctly!
Playing on South Korea Servers and Game Still not Ready.
Bashiok replied on the forums about being able to play on the South Korea servers. He also took this time to give us a little bit more information on how cross-regional play will work.

Just for normal play, imagine it like Diablo II. On every region you have access it's a completely separate database, different gold auction house, and you have a different set of 10 characters available. Each region is a separate 'realm' of the game.
We'll have more information about the whole cross-regional play closer to launch.
So is this subject to change, or concrete?
And as per your updated post, can we change these regions in-game since you invoked the D2 example?

But it's good to know that we have access to at least one purely gold-based economy.
Hrm. Well Korea still has a currency-based auction house, there's just no current cash out functionality. They can buy and sell items and still build up their Battle.net balance to buy Blizzard goods and services from the store.
So, I was right, they have an auction house that uses Battle.net balance, which is separate from the gold auction house. There are some details I'm still fuzzy on because the Korea Battle.net balance works a bit differently from ours.

Why would we even want to play on the korean servers? I'll stick with the EU servers, less lag.
Oh and do I understand it right that if I join an other region I cant access my own regions RMAH? I always thought that if you join the NA Servers as an EU Player you could still use your EU RMAH. But with the quote now it seems like if you join a region thats not your homeregion you cant access any RMAH at all.
That's correct. That way, you won't be able to pollute another region's economy with items from your region.
If this wasn't the case, If things were cheaper in region A and higher in region B, you could essentially buy items for a lower price in region A and sell them on region B, messing up both economies. It's better off for you to be glued to one RMAH and only access it in its region.
That was also before they scrapped the rune system that they were working on. And we don't know what else happened in between those three months.
Another thing, where does Jay Wilson say that the game was done in the video? I tried watching it but just listening for 16 minutes to make an intelligent article is not fun.

I can say the "system thats in the game now" (which was dropped right?) sucks... You know how sucky it is to have 4 of the 5 runes, then waste over 15 runes trying to get the 5th type? It can take over 25 runes to get the bloody type you wanted, most BS system. (making them less rare is not fun)
From what he said in that, its not that hard to see that something else in the dev cycle came up. he also said theres other things being worked on thats letting them work on that...so yeah..5

Hmm yeah, so there is no direct link between economies. Sounds pretty logical. On the other hand it doesnt prevent the "china" farmers from selling things in your region (be it NA or EU or w/e)... the farmer just need 1 person that is located in NA/EU to sell the stuff they farmed. So "china" farmer creats a char on EU/NA... farms the shit out of those regions. And his friend that is located in EU/NA sells the stuff they farmed on the local RMAH. So the only thing that the RMAH lock prevents is a direct trade... if you want to do it professional you only need 1 person located in the region where you want to sell your stuff... not that hard to achieve if you ask me <_<
I unfortunately don't have any information to back this up and this is only my best guess, but I would imagine that each region would have a separate character list, like the old D2. Therefore you could only play the characters that have your items on the region they were created on and shared stash would only be accessible to all characters within a specific region and you'd have a separate shared stash per region.
Compared to a somewhat leved charged bolt in D2 that looks quite, let's say, un-viable.
It's not meant to be viable. It's a signature spell. Notice the 0 mana cost.It's meant to be used as a filler when other spells are on cooldown or you are low on resources.Personally, the damage on it looks good for a free cast spell. If the runes are somewhat accurate, and the spell can multi-hit mobs (up close), it can pack a punch. So no, it's not meant to be as impressive as meteor.
Yes thats the way it seems to be. But that doesnt change what I wrote. If I'm an EU player and create an character on the NA Server my character/items/stash will be on the NA server. So if I farm 24/7 I can throw tons of Items in the US economy... but only in the GAH. So what happens if I have a friend that lives in the US and has a character on the NA Server? He can use the NA RMAH... so he joins my game (we are both on the NA Server so that should work) and I give him my farmed Items. Then he sells them in the RMAH. WIth this rather roundabout way you can sell the Items from farmers in any region... you just need 1 person that has an account in that region with access to the RMAH i.e. you need one NA player to be able to sell the stuff that all the farmers farmed that joined the NA from elsewhere. And I dont think that its hard for the farmers to find partners in the NA/EU w/e regions... :F
That was all that I was saying.^^ So if you think about it... even if you separate the regions it only needs a very small effort of the farmers to still be able to flood the other regions AH with Items (and earn money with it ;)). And its even legal if they do it this way... because if the person living in the EU/NA has a legal account you cant do a thing against it...

A NA player can access the NA RMAH only when playing in the NA region. If that player goes onto another region, all RMAH access is disabled. A player may only use the GAH that is relative to each region (ie. EU GAH when on EU region, NA GAH when on NA region).
A player has access to a different character list per region (same as D2 realms). A NA character cannot be played on the EU region and vice versa.
Shared stash is also regional, so a player cannot use/sell NA items on the EU region.
If what I understand is true, players will not be able to move items from NA to EU (or between any other two regions); not through shared stash, RMAH, GAH, cross-regional characters, or anything. Also, Blizzard said that transferring characters to another realm will not be an option. I can't see any other ways that a player might get around it.

No I understand what you are saying. But we are talking about diffrent things I dont talk about me being able to trade from my EU Char to an NA Char. I talk about me creating a NA Char, what should be possible with the region free Diablo 3, and then trading my Items from my NA Char to a (native) NA Player so that he can put them in the RMAH. That is NOT cross region... my and his char are located in NA, the only diffrence is that I live in the EU and he lives in the USA. With that he will be able to use the NA RMAH and I can use the NA GAH but not the RMAH (because my homeregion is EU).
And if you take that to some extremes... 5mio chinafarmers located in China can create Chars on the NA Servers... again because its region free. They dont have access to the RMAH on the NA Server... they could only use the NA GAH. So why would they create chars on the NA Server if they cant make money out of it? Because they only need 1 person that is a native US citizen to be able to sell their farmed stuff. Remember that both the US citizen and the chinafarmers have chars on the NA Servers. So with that the chinafarmers can give the Items to the US citizen... simply by joining the same game. The US citizen with his NA Char has access to the NA RMAH and then can sell the items. That is all completly within the same region... only that the chinafarms live in china and joined the NA Servers and the NA player lives in the US and thuse hase access to the NA RMAH.
If you think abou that... the whole none-crossregion-trade is pretty much obsolete... because you only need one US player to sell your stuff. Same goes for the EU or any other region. Because its region free they can join any region and can trade there (direct or via the GAH) with the regions native citizens... and then the native citizen can sell the stuff in the RMAH. And again I dont think its far fetched that the chinafarmers have partners in the US/EU region that have access to the RMAH
Edit: also this is all pretty much offtopic...^^ and speculation... and only due to my pessimitic world view
Ohhh, I understand what you're saying. That's true, and I'm not sure somebody wouldn't go out of their way to do it, if it's only a few people. I'd imagine Blizzard would need to get onto that.
