You may be missing the line in the patch notes to the effect that Kadala also has a significantly increased chance to generate legendaries, to go with the increased cost.
A higher cost and an equivalently higher legendary rate does make your results quite a bit more prone to luck, though; rolling a 6-sided die twelve times is much more likely to give you a total near the expected value than flipping a coin four times is.
This is also a bit of a nerf for fresh level 70 characters. Previously you could spend a few dozen shards at Kadala and be assured that you'd get at least a decent rare for a particular slot; now it's nowhere near as effective.
I'm hoping they made up for some of the drawbacks (fewer VCs) by increasing the legendary drop % by a greater factor than the cost. One can hope, right?

The legendary chance increase is nice. 500 Bloodshards gained me 3 legendaries. I still don't know if that's really an improvement since 5X more Kadala gambles would have gained me 3 legendaries regardless.

Good. Kadala makes the game too easy. People just want shit handed to them left, right and center. They could increase it more for all I care.

I have spent around ~4000(gloves) shards now, and not gotten one legendary yet. It seems to me either I am having really have luck or they didn't change the chance. I know it's RNG but really, there is not much other point in running rifts for shards now when the rift itself on T6 drops oodles of legendaries.

you make no sense, are you trying to tell me you didn't pick up legendaries because you were farming for shards? or are you saying you aren't going to pick up shards because you get enough legendaries from the rift? or did you just make a stupid post about getting free shit from doing something you do anyway?
