An interesting post on Reddit has surfaced. I'm sure some of the people here may have seen this before now, but just a food for thought. What are your thoughts on this? Note that here was a Blue post talking of a "Level of Excellence" earlier in the week.
If my 'Insider' is to be believed (so far, everything he told me, which i shared on various twitch streams regarding class changes has been bang on):
*MF swapping made obsolete. Your MF rises 'slowly' to its max equipped value ie over ~120 seconds from you equipping a piece, its MF bonus is added to your character sheet - cant swap just before final blow, unless you want to kite around last mob for 120 secs.
*Levels of Excellence added. Gain a temporary 'level of excellence' on each elite kill. This number is tracked on your character perpetualy and you dont lose it if you change games/acts etc.
*Every time you kill your 500th elite, a guranteed Legendary drops (ilvl and affix rolls depending on Act and MF Gear as usual). This resets your 'Level of Excellence' to zero.
*This Legendary is BindOnEquip, so now while a certain amount of farming gurantees everyone a legendary drop, you need to make a choice - use it/save it for alt OR put it on AH/Trade. Cant use and pass on. This will provide the much needed item sink, else a guranteed Legendary drop will eventually flood the economy.
*This LoE system was favored for its simplicity and effectiveness. Its pretty much the WoW 'token' system, which essentially gurantees end game gear progression, as long as youre running the content, even if youre missing out on drops.
*Theyve spend a lot of time and effort making Legendaries cool. Needed to strike a balance between them being too common and too rare. Hence this system, as well as making them BoE, to ensure balance of economy.
There will be some changes to affix rolls of class specific items
We can stack the odds by killing the 500th in the act/difficulty for the item you really want... This is a good idea, even if it might not have been from Blizzard. I hope its in 1.04

I like this idea, and I'm hesitant on the boe but it makes sense. Maybe a good way to counter the immediate obviousness of farming warriors rest ect could be to only have champ packs count towards your loe if you are at 5 stacks.
1. Noone will care about MFswapping or not since Elites won't regen anymore.
2. I'm pretty sure the 500 counter can be botted.
3. BoE - people will not spend much on things they cannot later resell...leading to only the best legendary rolls being even in the economy.

I originally made this post. I want to refute 2 allegations against me:
People saying 'account bound' items are not part of Diablo or that this mechanic doesnt exist - youre wrong - Staff of Herding and all of its components are Bind on Account.
People saying, its me perpetuating a lie, based on a month old post where i gave an 'idea' of BoE Legendaries. Sorry, but hate to burst your bubble, BoE legendary/rare isnt a new concept. Its existed far before Beta. Further, the entire point of this system is the Levels of Excellence. Which has nothing to do with what i had posted. i WISH i had predicted it, but sadly, no, take off your tinHat.
Finally, i started my original post with the disclaimer, very clearly, that this is as per my 'insider'. As with most such things, youve got to take it with a BUCKET of salt. But a) He is an Insider, i know him IRL and i know he works at Blizz Im sure they might tweak the specific numbers, but i believe him and know for sure that this will be NEW CORE farming mechanic.
I believe him, you dont have to - most importantly, even if hes lying, i WANT to believe him, becase these changes would make the game FRAKIN AWESOME

I completely bought in to the WD leak last week (VQ nerf when everyone assumed WD would get no nerfs), because it just made too much sense. How do you fix a passive that was 1) forcing people to arbitrarily use 4 skills just to trigger the passive, and 2) allowing WDs to spam high mana attacks infinitely? You obviously 1) have the passive trigger from something OTHER than having the cool downs, and 2) decrease the mana regen to get rid of the spam. When the leak came out saying EXACTLY that was the fix, that made way too much sense to me to be wrong.
Similarly, I'm buying the leaks above because they make soooo much sense.
The obvious fix for MF gear swapping is to have MF build over time (like Sharpshooter for Crit chance) so that gear swapping ceases to be an attractive strategy.
The obvious fix for the endgame item hunt was to buff legendaries to make them more desirable (which has already been announced), and to then make legendaries more attainable without flooding the economy. Levels of Excellence + BoE seems like the perfect solution there, and it sounds a lot like something Blizzard has done before (Badges of Justice).

MF doesn't alter the ILvls you find or the affixes you get.. It only increases the likelihood of an item you find being a higher quality (magic, rare, legendary). So it shouldn't interfere in ANY way with a guaranteed Legendary Drop.
Or am I missing something? Thought it would still work like it did in D2.
I absolutely, 100% hate the wow mentality this game has adopted, I had a friend who formerly worked on this project, quit, and he called that Jay Wilson was gonna absolutely destroy the game. So far, he's been spot on in his statements and now... Bind on equip items in DIABLO? really? WOW babies need to play diablo 2 before playing this game to understand. I'm sure just my post alone will evoke all kinds of /qq and non educated criticism.
I have an absurd amount of hours logged in to every game in this franchise, diablo 3 Included. (Under the hopes that... someone... somewhere... Will put their foot down and fix this abortion and I can finally have a sigh of relief.)
IMHO: Adding a guaranteed legendary drop, other than RNG, is absolutely insane and I hope this information is incorrect.

MF doesn't alter the ILvls you find or the affixes you get.. It only increases the likelihood of an item you find being a higher quality (magic, rare, legendary). So it shouldn't interfere in ANY way with a guaranteed Legendary Drop.

MF Affects how many properties are on the item, not the quality of of those properties. In this case it wouldn't affect the legendary as it has a set amount of random properties and guaranteed properties. Not to mention legendaries also will have stats rolls that are equivalent to their ilvl. So the ranges will be much smaller.

While I don't really want to argue if these are real or fake, I don't think these ideas are stupid at all.

I actually agree with this. Either all legendaries boe or none.
Soo seems like we are earning XP once again to gain Paragon Levels which increases MF and GF. Interesting approach to the missing "endgame". And I don't think they will implement that AND the guaranteed Legendaries.

I would MUCH rather some kind of AA (alternate advancement) XP stuff that benefits our characters somehow as opposed to a guaranteed item every X kills. It''s a much better overall solution to reward people for time invested.
