Last time I checked it was. Level 59 legendaries were also guaranteed Brimstones.
There was even a period when people were selling lvl 59-60 legendaries for 50-100k when the Brimstones were at 120k, had some easy profit there (almost 2 mil) but then everyone realized that and started pricing legendaries at least on the current Brimstone level, and Brimstones prices dropped from 130-140k to the current 110k~.
Why are you asking if it changed? Did you salvage one and it didn't return a Brimstone?
110k?! How?! When I sold mine, I got just under 20k for each. =/ I guess I sold at a bad time! Probably before the drop rate was nerfed from rares/magic items...
When I said 59-60, I was referring to level requirement, so I guess that means the itemlvl is 60+.
About a month (and a half? not sure) ago Brimstones were selling for about 24-30k gold. I already had 4 of them, though "whatever, I'll keep it, maybe my crafting friend can use it". Sold them recently when prices were peaking at 140-150k and got a nice profit. Glad I did before they dropped again to the current 100k~ / US (can't check right now, AH offline - checked like 4-5 days ago).
Naw, it still gives one. I salvaged an ilvl 60 one this morning and it gave me one. I think he was confused and thought we were talking about required level.

Yesterday i salvaged "The Sultan of Blinding Sand" ilvl 59, required lvl 58 and it didn't give me a Brimstone.
Edit : If it is based on the required lvl then i'm wrong but if it is based on the ilvl then there is no guaranteed Brimstone.

Well that's odd. Because the _required_ level of an item needs to be 60 in order for it to produce a Tear. ilvl is irrelevant as long as the required level is at or above 60.
Best way to find out is to go to D3. Go to their game guide. Find your Legendary. And at the bottom it states what it breaks down into. level 59 Jewelry can give them but not 59 armor/weapons. As for the drop rate. It was nerfed to heck. I got 4 fierys yesterday from just salvaging then today i have got none. I have played the same amount of time. Enough to get around 500 essences. So the drop rate stinks.

Weapons/offhands have to be level 60 to get Exquisite/tear
However Jewelry will give a tear at exquisite/tear at level 59. Since there are no Ilvl 63 necks/rings.

Stealth nerf, maybe?
After Patch 1.1, the crafted Legendaries will be buffed, just like the others, and will be worth ALOT.
Save em to sell or to craft, post-patch.
I can confirm this. Don't know how it worked previous to 1.0.3 though.

I would say yes because I got one and the achievement last night and all I was salvaging were ilvl 61+ blues and rares.
