I'm hoping that in this one special case they consider rewording it and retroactively applying the change. "Lightning ball moves 60-70% slower than normal." In all the topic scrounging on reddit and the official forum there is no official answer so far.

It will be account wide relative to game mode(seasonal, normal, hardcore). Once it is unlocked it's like any other artisan.
Nope. No something else. You have understood the description correctly. Currently one legendary effect from each equipment type(weapon, armor, jewelry) can be active at any one time.
the thing that really needs to be clarified is this 1/1/1 limit, is it simply you can only have 1 legendary power active on a ring/amulet slot, or can i have 1 power on all 3 of these slots, is it slot restricted or simply 1 power per item in that slot, like in the quotes above it says "want a second immunity on an amulet, go do it" does this mean i could have say a mara's and then infuse it with a star of azkaranth, and then i'm locked out from using anything on my rings, or can i use this power setup, then put one on each of my rings, similarly does the same thing go for main armour slot items, can i equip say a legendary power on all my armour slot items, just i am limited to 1 power on each item only, or is it 1 power regardless of slot type, so i have to choose if i want it on my chest say, or boots, but not both, and will it work for all weapon slots as in can i get a power on my main hand weapon, and then have one also on my wizard source, or do i have to pick one slot and be done with it? soo many things to clarify, so little time!
Each equipment piece fits under a larger group. Jewelry encompasses both rings and your amulets. Weapons cover anything that can go into your main or offhand(that includes shields, quivers, mojo's, sources etc). Armor has the largest pool and that's everything not covered by the previous two. You can only have one active legendary effect from any of those pools at any one time.
In the example Travis Day posted that you can cube an immunity amulet and then equip another immunity amulet on the character. He was not meaning to imply that he was also cubing the second amulet.

Yes. It is overwhelmingly powerful... However unlike Mortic's we're looking at a baseline adjustment all around rather than a single class. And superficially speaking difficulty is being expanded upon. So the goal posts are moving slightly but we're strapping rockets to our skates.
What I really dig about this system is the potential ability to test things without having the equipment in storage. I'm curious what they intend to do with items whose legendary effect changes at a later date? Will we have legacy legendary passives?

Hmm... Biggest problem with D3? Personally speaking it is the disparity between single player and multiplayer. That is what feels most immediate to me.
@MeatHeadMikhail: Although this is the second time I watched this video I never before commented on it. I hadn't ever considered the amount of content we skip for the sake of moving to what is deemed worthwhile. Everything is now eclipsed by Greater Rifts but perhaps that's how it should be. The end game. It would be great if there were more reasons to jump into Bounties or Story Mode if only to break up the monotony, but I do not see them becoming more than a diversion.

Sort of... but I just can't get past the utter dissonance between the armor on the legs/arms and the spandex(?) elsewhere. I can't tell if it's a piss-take, or a glitch, or just really janky art direction. It's like they deliberately turned the biniki armor trope up to 11... but if they did, they should have gone full ham and called the set something like "Bkini's Relentless Gaze" or "Mi'driff's Triumph".
I really hope the male version is just as daft, but 100% for the lulz, not the Tumblrinas.

I'm seeing the word "earn" appear more frequently as this drags on. So, with the spirit of "earn" imbued in my mind I offer this hypothetical. A non-seasonal journey that runs the same time period as the season.
I haven't seen it suggested so far from what I've read. This would be solely for rewards from the seasonal pool that are ubiquitous in necessity to the player. Storage or a special item but not cosmetics such as pets, portraits and tmogs. Have to maintain some semblance of exclusivity. Regardless of whichever method was used (seasonal/non-seasonal) to unlock the reward prohibits the other. Definitely too late this time around but possibly something to dwell on next time, if there is to be one.
Aside:
As a seasonal player I didn't really understand why people took umbrage with new legendary items not being placed in the non-seasonal pool when seasons were just starting. My attitude was "get over it". I know that I foolishly thought/wrote that they wanted to be handed something without "earning" it, like I would have to. Now a reward as tantalizing as more storage is being gated behind a specific "optional" game mode. Imagine the following scenario: There's going to be one more storage tab that can only be unlocked in HC mode. It's farcical but that would bother me immensely. I bet we all have a line that can be crossed similar to that.

This makes me imagine a wizard riding a motorized recliner. Paired with that lazy locust WD, the soporific strafe DH and the weary WW Barb... The next demon boss to be introduced will be Sloth. All kidding aside, I love these builds that melt things without stopping. Thanks for the video.

@OP: I'm all for such a thing in PTR. But rather for the reason that you shouldn't have to waste time getting to the point where you can test and break things. Wind up time even with the buff is offputting to testing purposes. But swinging the best user generated content into live? Well... I don't know. I mean how much user generated content would Blizzard have to sift through to vet what could be voted on? The quantity of entries alone I imagine would be overwhelming.
Don't get me wrong, I'm happy to see people wanting to get user content into the game. It was really fun watching that D3 panel where they came up with the Convention of Elements. The Shard of Hate was neat twist too for a while. Sadly those are the only two items, that I recall, that were spawned based on public voting we could see. I assume getting this done takes a lot of effort. Might be wrong but those are just my observances. Forgive my discouraging tone.
Hmm. That strikes me as a bit true. Though, it really depends on implementation, feedback and developer support. However if it gets done, a concrete reward would not only be favorable but almost necessary to draw continued interest into custom map making. It would have to extend beyond a leaderboard even with a well fleshed out idea such as the one PrvtPile suggested and TrueColdKil mentioned above. And for that reason it would have to achieve the similar responsibilities as, or piggyback onto the Greater Rifts system. But then what role does the Greater Rift play in gameplay? Reduce Custom Rifts to Nephalem Rifts with a leaderboard? No legendary gem leveling?

Ooo. I hadn't thought that was how it would go when I read that part of the news update. I assumed that it would be as Gorok states above. IE: one seasonal journey would only net you one additional tab. But if it's like that: Slayer +1 tab, Champion +1 tab, Destroyer +1 tab? That would be cool too... They have to focus on the things that will yield the greatest potential for keeping their game from stagnating. There is no PvP. They have seasons. The majority of players are more likely to play the game if they have a mandated goal to complete. Seasons introduce a fresh set of explicit and implicit goals to achieve when you get into them. Nonseasonal has these as well of course. Sadly the previous statement should read "had" because more than likely they have been attained so long ago. To avoid that stifled feeling coercing you into thinking "what now", you are pressured into seasons. I'm probably bemoaning all the points you've heard time and again but it's important to keep in mind that retaining players' interest is highly important to the game and future development.
My version of your gripe involves grouping vs solo. So I commiserate in not wanting to participate but still feeling pressured into it. That all being said, I do hope they change their minds and provide a different cosmetic reward in seasons and hand out stash space to everyone. I can't speak for others but I would participate in Season 5, sans Seasonal Journey reward Stash space. Not sure if that's how others feel or not.

Been away for a bit and there are some varied reactions so far. Here's my severe tirade.
Blizzard needs to seriously consider integrating botting and thud into their software. Then there will be absolutely no need to invest time or resources to ensure integrity when everyone has the same tos approved tools at their disposal. Also it would behoove them to have an extraterritorial legalese document that allows them to appropriate any tool that arguably has an effect on gameplay. SweetFX? It would perpetually evolve into this hideous amalgamation of chode and detritus. Ever reducing the need for slavish input. Think Akira. I, for one, can not wait... Alternatively, Blizzard can punch some people really hard. Make it painful and public. But keep it classy. Borderline draconian. Don't stop at botting though. If the message is indifference can't truly expect something else in return.
And wasn't one of the selling points of "always online", the integrity? Or was it community? Serious question. I'd rather have modding, with botting and thud rather than only the latter two... Too self-righteous?

Yes. No idea on the sophistication bots have for finding a particular mob but many purples still have set spawn locations. And until then I reckon we're not going to see purples drop anything nice any time soon. Was it Cudgelarm that was botted and subsequently led to all purples dropping only one rare item way back when?
@OP: As for a goblin that drops only DB? I can't help but feel likewise. Odious collectors are too infrequent and do not drop nearly enough to sustain the draw of DB. Perhaps another look at recipe costs if not a boost to DB drops? I feel that DB's are too ubiquitous. Particularly since it's the only reagent you cannot realistically collect any of until your first 70, seasonally speaking. Although in the rush to 70 that number may be a marginal help at best based on drop rate to difficulty. The costs in ascending order are Gems(x1), Rerolling(x1), Convert Reagent(x1), Extracting(x5), Convert Set(x10), Upgrading(x25). Maybe halve the latter three? Extraction - 3, Set Conversion - 5, Upgrading - 12?
Sage set for more DB? I like how the set has gained itself a foothold in the meta but honestly I'd much rather have the set do something more meaningful to the game to warrant that.

This whole thing was about sending a message. Blizzard will not admit it outright. Using extreme measures to deal with an issue is either the result of frustration or to establish a foundation. I agree that it's an awful experience to suffer if you're one of the afflicted parties. However I can also see that they need a clear baseline from which they can say - "See that line? Don't cross that. Crossing it is a ban."
Every season seems to have its share of fun that people abuse. Ranging from mild to excessive. Next time there won't be the murky belief: "I'm going to get away with it because I only used it x times, or x hours". Finis rerum. No joking around from Blizzard.
Or... maybe this will be a Roger Goodell vs. Tom Brady event? Over responding to cheating that'll eventually be overturned? I do wonder how many accounts will be recovered after this.

I don't agree. In my personal polluted view of this game. Every "exploit" is seemingly met with a lukewarm response. Temporary banning, rollbacks. By taking a hardline they're hopefully establishing a precedent. You yourself mentioned that point in your video. A deterrence. We can only hope it actually holds water.
- This banwave had absolutely nothing to do with botters, botters remain untouched (bots are extremely sophisticated).
Sad thing that is too. Botting as pervasive and undermining as ever.
- 17 passives was nowhere near the level of game breaking as blood shard goblins exploit, yet the passive bug was treated with much more extreme measures.
I don't know which is more game breaking. But the latter part of your statement harkens back to the first point.
In your video I found it alarming that you were so dismissive of this particular exploit and the reaction BY persistently comparing it to other egregious offenses. Someone earlier made an apt analogy about being pulled over for speeding and asking the police officer why they aren't chasing murderers. I can't think of a better way to put it. A powerful lesson this has been for some.

That sounds great on the surface. Once a salvage limit is reached for a particular legendary item or set the Blacksmith learns to make it himself with the proper resources? The only drawback I see is that it far overshadows functions the cube already possesses unless they've changed it since I played PTR.

Yes this topic comes up a lot. A ton, actually. As fstr21 Kamui said server space is a premium. Is it possible to expand storage capacity without requiring more server space? I would say, definitely. Kanai's Cube is an example of that being done. I'm always hoping there'll be a magic bullet; eradicating the tetris crux. The goal is to come up with an idea to create more storage without actually creating more storage. Make set items mutable? Reduce standbys such as gems and keys into gui currency and such? Those kinds of things. I think Grim actually said that the second one I listed is a no go.

I'll agree that the current mathematical model used is... Do they have one? I agree that it should be altered. However, I regrettably don't feel compelled to change it because of the reward as much as it offends my eyes in that graph format. Burn it already! p0 - How about (x^2)+b? p750 - Let's try (x*m)+b? p2000 - Nah bro, it's just (x+b) now.
I suggest that they normalize the numbers if they're becoming too great and scale monster xp accordingly. Make the whole thing a nice formula and keep total xp below 9 quintillion if the issue is overflow related.

I don't know how difficult it would be to discern "active" from "inactive" sentries from either the user's perspective or the coder's but I like the idea of being able inform the user of that data. Wishlisted.
I haven't played DH or specifically Mara for a very long while now. I know there was an issue with Helltrapper and misreporting when changing zones but I thought they had fixed that. Sorry to hear that they haven't. Perhaps when or if Mara, or some other sentry heavy build, comes into favor again it'll get yet another look? Until then, I wish you luck.
