yep. thats on the comp i use when im at my grandmas. i think it might have to do with the running programs. but im not sure and dont want to mess with it.
Ping would define a computer's connection to the server. Low FPS is a matter of the computer not having enough memory (processing or graphics) to run the game. So it's the internet connection (obviously).

hmm ya ever since we got this satilite internet after upgrading from dial up its had that high ping even in diablo 1. but still, the speed on connection says. 100.0 mbps. so idk

well let me tell you something. the comp that has that internet. is my families resort comp. and we upgraded from dial up because we use phone when on internet. "why dont you get another phone line?" well because this resort is in the middle of the woods. very sucluded. and it would cost hundreds of dollars just to install the line.
That's understandable. I used dial up several years ago when I lived in an apartment. I played SC and D2 just fine, no real noticable lag. This WildBlue sattelite service is alot less effective, even though it browses much quicker. I think just because the signal is so inconsistent that it doesn't do a constant stream of data very well.
Satellite connections are the worst possible for gaming. The reason for the high ping is that the signal doesn't move instantaneously from the satellite to the device accepting it. A 2800 ms ping means that its taking about 2.5-3 seconds for the signal to go back and forth.
This is incredibly slow. Downloading files is fine, but anything where you need to communicate back and forth with a server continuously is horrid. No way around it.
When I connect to online servers, I always ping between 15 and 65. That means when I pull the trigger in counterstrike, the gun fires 0.065 seconds after and I'm unable to detect the lag. Dial-up usually ranges from 300-800 which makes fps game increasingly difficult.
I used to play Team Fortress 1.5 on Dial up a long time ago. It was so much fun, reminded me of Alien Invasion for the Atari. Instead of shooting where he is, shoot at where he will be. Lol. *Sighs* I miss that game...
But yea, I used to get 114 ping on D2 and SC, and I still get about 114 after moving and changing from DSL to Cable. I think it's because I live in the east and play on West servers or something. Then again I could be wrong.
If you close all the programs that use the internet like msn and skype you usually get a lower ping... at least I do... And remember to stop downloading porn...
