Great theory! To me, it looks like the angel shown in the cinematic is inside the cathedral. It seems quite plausible that it is Imperius coming to shut Sanctuary down, as it were.
I considered the 'dimensional' traveling thing and, while it does make sense, the 'Hell' in Diablo has always been below or under the earth, no? Heaven would be above. So I think its still feasible that an angel could be the meteor, whether or not of his own accord.
That would make for a great multi-threaded epic storyline with a power struggle in both Heaven and Hell, while trying to save Sanctuary and wondering if you are on the right side.

I am not in the Creative Design team to know that, and if I was part of that team, I wouldn't probably be able to answer. Remember those brain bomb implants comic of Penny Arcade fame.
My opinion here could be twofold. It is possible the Angiris Council could have seen the affairs of Diablo II and Lord of Destruction as a threat to the High Heavens. The edyrem in possession of the Burning Hells is a threat to everything. And now without the Worldstone in place, and Mephisto's pact broken -- there is no barrier against the Burning Hells from taking the edyrem as their prize.
The Angiris Council might find Sanctuary's life forfeit. Or, maybe Itherael and Auriel still think the edyrem should have a chance to prove their worth -- and Imperius has decided to take action without the Angiris Council's support.
Blizzard could go both ways here. However, Imperius going rogue would be far more interesting. He would be going against the Angiris Council's decision, with no mercy. That type of scenario would set a big war in Sanctuary, and still give the High Heavens the edge of redemption trying to help Sanctuary's heroes. I like that idea better.
