Yea, it does make sense. But why would they take quests out of Act 4? It's Diablo after all, the prime objective is supposed to be to get to Diablo and slay his ugly ass. Why not take 1 quest out of A1, A2, and A3?
I'm not a video game programmer or anything, the only stuff I know is a little HTML and CSS, but I'd guess, that if we are to assume what I previously said is correct, that the reason for cutting quests in Act 4 would be because the other 3 acts were already finished. Perhaps it might have been something like they published the acts one by one, so that after each one they couldn't go back and do major changes. I'm not really sure how to answer that, lol.
Another reason they might not have included so many quests in Act 4 is because there are only 4 NPC's, 2 of which have no other communication options, thus making quest initiation harder to incorporate in to the game in Act 4.
OR MAYBE it's just shorter because it's the last bit of real action in the story line (before the expansion). I mean, did you ever notice how the last bit of real engaging action in a story is often sweet but short lived? Like those fantastic light sabre battles at the end of SW: EIII or like the confrontation of the horde of Morder while Frodo destroyed the ring in LotR:RotK or that last battle between the White Witch and...ahh...what's his name? Oh well. The last battle between the White Witch and that older boy in The Lion, the Witch, and the Wardrobe. Anyway, I think that makes that fairly clear.

I won't be moderating, unless it is needed. I will function somehow as co-webmaster. This was something that has been in discussion since two years ago when the Blizzplanet domain name was hosted by Diablo3.com.
However, joining the staff had been delayed till now, the right time, for obvious rumors that have arised over the past months. We will find out for sure whether the rumors are or not unfounded at WWI.
On the other hand, having access to post news earlier than expected allows fans of the community to get acquainted with me the next couple of months. And once I go to WWI, I can update the front page on the fly from the event's premises; and later at the end of the event from the hotel room.

WCRadio streamed live from BlizzCon 2005 and 2007. Totalbiscuit from WCRadio told me a month or two ago they plan to stream WWI too.
GIGA.de is most likely to stream the tournament, and maybe a few panels, as they did Blizzcon 2007.
