How do the levels work? Will act bosses still be more powerful than say a normal monster or does this mean every single monster in inferno will be roughly the same difficulty?
I think its very safe to assume bosses are more powerful than trash. Overall it means it will be just as hard to clear act 1 compared to act 4.

Think of it this way (at least for now until we get more info later.) A level 1 Fallen is weaker than a level 1 Zombie, though you typically have to fight more Fallens. So things will be different difficulties based solely on the TYPE of monster that they are, but yes: in Inferno, that level 61 will apply to every monster, and the only thing that will vary their levels of challenge will be, like, how strong a level 61 Pit Lord is versus a level 61 Skeleton because of their differing types and their very different abilities. After all, depending on your resistances, you may be VERY weak to a level 61 monster that breathes fire compared to a level 61 that has an ice attack or just a plain physical attack.
If the boss drop rate is only about 10-15% better, it won't make a lot of sense to go after them. You'll be rewarded for killing them, but there are hundreds of monsters with close drop rates out there, so why waste time with runs?
Well we don't know how they will do drops for sure, but one would assume monsters will drop items based on how hard they are to kill. Even in Inferno, although all areas may be equal in difficulty, that certainly doesn't mean that all monsters will be equal. That just seems as though it would be impossible to achieve.
How it should work, just as my first impression, is that what we did over and over again in D2 as boss runs would instead turn into dungeon runs. I just don't see how walking around killing monsters in the open could ever compete (in terms of kills/time) with a dungeon, but you also won't be able to just run past masses of monsters, so you'll end up doing lots of dungeons, which will either be completely randomized or have randomized elements to keep things interesting.

I'd assume all monsters can drop the same stuff as the bosses but at a lower drop rate than the bosses. Overall it would make sense to basically kill anything you come across.

So I suggest, people should listen more to what Jay Wilson, The Diablo III Game Director keeps on saying over & over again, ALL MONSTERS MINIMUM LEVEL IN INFERNO IS 61.
What I'm half-expecting and curious about, is whether in Inferno they would start fresh players out with every waypoint, and all primary story quests would already be completed. Basically it would function like you had just cleared Hell, but with the Inferno bumped foes and gear. That really pulls off any incentive to "scale" difficulty in the later areas.
As for precedent, I would look at act 5 Hell. Monsters were basically at the same cap and same power throughout. That's why for quite some time, Bloody Foothills were a good place to XP up, same difficulty and XP of foes as in other places, but tightly packed and easy to farm quickly.
Hey Venator, Yes Jay said Minimum 61, but the power point Blizzard presented said Maximum. In fact there have been a lot of official Blizzard reports of the Maximum being 61. It's a conflict of information (unless of course every monster is 61, then the min and max are 61) which is why I made that thread in the Official D3 forums that Bashiok responded to.
