That will win you the game.
If you don't have AOE, you won't effectively kill large packs of monsters and you'll play too slowly.
If you don't have strong single target/small group DPS, you won't effectively kill champion packs and you'll play too slowly.
If you don't have a signature spell, you won't have much AP and you'll play too slowly.
If you don't have survival spells, you'll die a lot and spend too much time not killing stuff. (Hint: That'll make you play too slowly!)
Mystic the melee Wizard will be viable in Infernal. There are quite a few skills that will help the Wizard survive close combat situations.
The Wizard has quite a few Armor skills that can help with defense.
Spectral Blade has three attacks on each monster in the area of effect per cast. Granted Each hit is quite low but it can be effective with a good weapon.
Mirror Image can help with providing more cannon fodder for enemies to hit instead of you.
Frost Nova is quite useful for crowd control if needed.
I would likely go with a true melee attack for my HC female wizard and go more with a build that is designed to take hits (limited or no defense) and return that damage back to the attacker. How far she goes I do not know but I think she will be very fun. I am thinking of calling it the Medusa build
You can make a melee wizard. I don't think that was disputed...but if you think you are going to pull it off without an offensive skill, well GL. Signatures are weak by design....even IF you could beat inferno just using spectral blades on your first play-through, I can promise you someone else did it much much much faster.
Without at least one offensive spell, not including wave of force, no build is effective.

Some fallout 4 mod makers have had their mods stolen and uploaded and downloaded on Bethesda's site for the Xbox One.

Thats why I put the word IF in there...maybe I wasnt stern enough in my disapproval of ones ability to do inferno with only spectral blade to dps with. So yah, NOT HAPPENING....unless you enjoy long walks from the graveyard. Since the mobs do die and stay dead in a game, you might be able to facetank them down eventually after a few months.

ray of frost (iffy)

explosive blast
Less that 'fire mah lazor' skill gives AP somehow that's a really poor build.
Unless your just pointlessly labeling what are offensive spells, something already done in the skill calc.
