The word "infested" makes it sound like you dislike them. Do you? I'm confused.
I think they care, but they don't know what to implement (without spending tons of time testing or instead breaking the game even further).
If I were them, I'd go balls out and implement everything on D3's last months, see what works and what doesn't, and then use the good stuff for the expansion.

Mhh.. I think that word is not necessarily associated with a bad thing. But, no, it wasn't sarcasm or a negative comment, 90+% of the ideas I saw would improve D3 greatly.
Many of the changes to D3 over the past fourteen months were requested/suggested by players. They read feedback, mentioned it in interviews, and integrated it later on. Loot 2.0 is yet to come, so I think we'll see if Blizzard "cared or not", but I wouldn't be surprised if some of the suggestions will get implemented.
I disagree though that 90+% of the ideas would improve D3. Many many many ideas were just ripped-off old ideas (beta, D2, other games) that were removed or not implemented because they don't work, create an imbalance, or were tested internally and neglected for a reason. It's one thing to see a Photoshop pic, it's a different thing to play the implemented feature and find out it wasn't as great as you expected it to be.
