I think that would be intereting, but moreover it would be a little rediculous. I'm not someone that thinks their is a power creep problem, but that would be a bit ridiculous. If the level 75 rank only offered a utility though that would be an interesting way of balancing out all of the legendary gems. Initial ability is your dmg, rank 25 is a supplement to your dmg and rank 75 being your damage reduction/cc immunity/ recovery etc.

or maybe ... iceblink rank 75 could be, increase critical hit damage against FROZEN ennemie by ... 10 000% wada think?
One problem with the idea of a rank 75 ability is that it's not accessible to every player. Maybe MOST players but not all of them. Practically everyone can push a gem to 25.
I like the idea of rank 75 abilities, but that won't help some gems, that have a 50 max level. I also think that they should be more aligned with adventure stats than anything that is really required for dps or toughness.
Bane of the Powerful: Deal double damage for 20 seconds after killing an elite pack.
Bane of the Stricken: 2% chance on hit to instantly gain 10 stacks.
Bane of the Trapped: Enemies under control impairing effects have a 5-10% extra chance to be critically hit.
Enforcer: Increase the attack speed of pets by 25%.
Estoteric Alteration: Your armor is enhanced by 5% for every 10% of life missing.
Gem of Ease: Pools of Reflection don't drop off when you die.
Gem of Effacacious Toxin: Chance on hit to instantly deal the remaining poison damage.
Gogok of Swiftness: Every consecutive hit on the same enemy increases your attack speed vs him by 5%, stacking 15 times. (for this to work the gem will need a rework which allows it to have more levels)
Mirinae: Smitten enemies have their damage reduced by 25% for 5 seconds.
Molten Wildebeest's Gizzard: Also gain a shield for 200% LPS when under 25% life.
Moratorium: When you clear all remaining damage, gain invulnerability for 1 second.
Mutilation Guard: Also gain 25% ranged damage reduction.
Pain Enhancer: enemies who are killed while bleeding heal you for 2% max hp.
Simplicity's Strength: Your primary skills do an extra 50% area damage.
Taeguk: is already being changed for next patch but I'd suggest something like stacks won't fall off/getting rid of the timer.
Wreath of Lightning: Lightning conduits have a chance to group all enemies within 15 yards together.
Zei's Stone of Vengeance: Killing an enemy at 50 or more yards away stuns all monsters withing 30 yards for 1.5 seconds.

Well, you clearly have to rework those lvl 50 versions as well, which can be either buff them, or simply rescale them, or keep them at 50. I mean, none of them are very important to pushing, they are simply for farming.
