Nothing is really set in stone atm other then the fact that runes will now be able to be socketed into a skill and will effect it in some way like making your lightning skill bouce like chain lightning or making mobs you kill explode....theres a few more I think we have seen but im not 100% sure on that.....id say some of the harder to get runes will have some pretty cool effects!!!

Basically, runes are now applied to skills, not items.
So instead of putting your runes into your best items, you'd instead put them into your best skill, or the skills that you use the most.
At the moment, we know of runes that add multishot (hydra rune, i think), along with simple power runes, which I'm assuming raise the overall damage output of your skills.
They do affect different skills different, yes, but in general the effect is similar.

Nope, they are not permanent(in the sense they can be removed at any time with out penalty), and are applied instantly to that certain skill.
But they last for as long as you have it inserted in the skill and do not 'wear out' over time
From what I know, it does not cost additional mana, rage, resource, to cast a skill with a rune in it, and all every time you cast that skill, as long as the rune is inserted in that skill, that skill will be modified by the rune accordingly every time that skill is used.
So with a certain rune, it may make you cast 2 fire balls at once, every single time
Another rune applied could make your fireballs bigger and do more damage
Another rune applied could make your fireballs bounce off targets
Another rune applied could make your fireballs quicker
Another rune applied could make your fireballs cost less mana
Another rune applied could make your fireballs do splash damage
Another rune applied could make your fireballs knock back
Another rune applied could make your fireballs set them on fire
Hum.. I would not expect anything more than 8 type of runes, heck even 8 sounds far fetched considering all the things they might do. They are not just supposed to change a few stats, they change what the whole skill is about.
There is going to be multiple levels of runes of course, but as far as different runes, don't be fooled, there won't be many.
In some interview Wilsom mentioned all the rune types and it was five (not six!). Here goes the general notion of what every rune are supose to add:
Hydra (Multistrike): A rune that usually makes your skilll able to effect more targets. Ex: Allows WD's FireSkull to bounce many times on the ground. Increase the range of barbarian's defence buff. Viper (Lethality): A rune unleash some special stuff when a enemy is killed by the augmented skill. Ex: When you kill a enemy with eletrucute, a lightning nova is unleashed. Force(Power)/Striking: It looks like those 2 runes are now just one. It tends to itensify the effect of your skill in a offensive way. Ex: WD fireskull explodes and sets the ground on fire like amazon's immolation arrow. Teleport unleash a wave of damage where you lends. "Energy": A rune that increase the mana/energy efficience of skills, like decreasing the mana cost or adding some mana drain. "Weird": Wilsom said they created this rune to add any effect that didin't fit well in the other 4 runes. This will problably the most strange of all runes !

I enjoy to know they don't have a tons of runes, each rune will be unique and usefull in his own way. They will bring many variations and customization of strategy build.
I don't expect more then 6 and i believe 5 will be the final number.
And runes should not only change stuff like damage or decrease delay. Change only number is lame. This is particulary hard with some skills, like Bash and Teleport.
Yeah, uh... obviously here, effect as in, I'm personally scared some runes will not have any effects changed and are just going to have different stats, especially with that Energy rune, they could just take the very lazy way out and just change the mana cost.
Which is bad, in my opinion. I could care less about stat change, thats not how I want to customize my skills personally.

I think what he means is : he want each rune bring something new, new gameplay, change totally the manner how you'll work with. And not only stats of spell, like more damage (considering bigger explosion = more damage). More explosions can be a line of explosions or full screen explosions... (damage balanced of course depending of rarity of rune)
But it doesn't change my point. More effects (added effects from runes) equals less visibility and a lower player cap.

They also don't need to do a very over the top stuff. Some times add simple stuff effect alot the gameplay, like a teleport that damage enemies wehre it lends. Ypu don't need to add a super fucking rainbow nova. Just a smaller version of wave force is more then enough.

I heard they will have less runes than in d2 (yes!!:) I find that rediculous to have tons of runes especially because I never see many of them).
And I already know runes do something different to each spell. Does it's all runes and all spell ?

I've never seen any videos with them or even screenshots of them, or any official words about that list. And it looks fishy.
