There's a small amount of genetics involved. Of course any child from Barbarian lineage would share physical traits.
But the Barbarians aren't a "race" like an elf or dwarf in other fantasy games. Barbarians are just humans, who have adapted to live in cold harsh climates and have a lifestyle devoted to fighting and training to fight.
Not entirely true, the Barbarians are tribes of people descended from the Nephalem. Yes, all humans in Sanctuary are descendants, but look at how the Barbarians are....
They are all descendants of the Ancients themselves, who are Nephalem, thats why they considered the Arreat Summit such a holy place. Its the burial place, and guardian site of everything they're people represent.
If you read the skill description for the Barb in the D2 manual, almost everything they are capable of doing, is totally not cable by ANY of race of people in Sanctuary. Take Warcry for example, with a single word uttered from his mouth, a barbarian is capable of actually hurting people and staggering even demons, theres no magical fire, ice, or lightning involved, just the word itself. They can leap distances not even almost possible for a normal human.
Barbarians are not simply human. They are far, far more than that.
Not to mention that despite his age, the male barbarian still seems to possess immense amounts of strength, his size has not dwindled at all either. The only true difference between him now, and before, is that he has grown a beard, and has gray hair. They clearly age quite well, and maintain most, if not all they're energy from they're war torn youth.
I'm sure its possible that Charsi, carrying only Barbarian blood, is quite capable of doing many of the feats the Male can do. Not to mention, you don't spend years of crafting weapons & armor without having some know how as to how to use it.
Plus its been 20 years, who's to say that Charsi didn't meet up with the old Hero and he's spent some time training her in the ways of her ancient people. It doesn't take a lifetime to learn how to swing a sword in both hands, or learn to tap into the power carried in her blood, simply because she is a direct descendant of a the Nephalem.
I'm not saying that it HAS to be her, but I am saying that it is certainly possible.

Not to be entirely rude, but I can counter all of this with a single word.
Magic.
It may not be very visible, but Barbarians have a form of shamanic magic.
Everyone in Sanctuary has able access to magic, through learning or intense training on the spirit (Barbarians and Assassins).
Barbarians are just as human as everyone else, and just as weakened by the Worldstone as everyone else. They just knew that they had a sacred charge to protect the Worldstone, so they trained constantly.

And your gonna tell me that through Magic Charsi can't perform the same feats as the Male??
Come on, its obviously through magic that Cain is even alive....who's to say it hasn't kept her well preserved.

There are races in our world. Mongolian, European, etc. They have a lot of differences, even though those differences are a bit muffled by globalization. But they are there, and many of them seem to be inherited.
Or take the dog and cat variations we have created.
There are more races out there than elf/dwarf, and sometimes they are not so much races but traits.
I think the point is that why would Charsi suddenly take on the intense training of the barbarian to /be/ the class? Oh hey look. Its peace time, oh and the barbarians are super depressed and their entire purpose shattered because the worldstone is gone. Now they don't know what to do.
I know, this blacksmith will, for some reason, take this time of peace to go to her horribly depressed and aimless people who will, for some reason, intensely train her to do a job that doesn't exist for twenty years until something comes along they can send her after.
Yeah. . good logic going there. Only theres not.
Why would she leave her 'sisters' and all shes known when everything points at there being no reason for it?
Shit man, it would be bomb to have ol' Charsi back, but it really wouldn't go in line with the nameless hero motif of Diablo. I would like to see her as an npc though; she always was the friendliest lass from D2.
