They should give us an editor like "Warcraft3", with script and so on.
Would be a good way to introduce PVP. Allow some dedicated fans to figure out how to balance it. Would be a nice way to add to the endgame without having to worry about constant dev time after the initial editor was out. Honestly, after seeing DoTA come from WC3, I'm surprised they haven't let used at least a map editor in D3 yet. Item editor might be a bit more complicated, if the items can cross into non-custom games.

d3 map editor would allow for some of the most amazing DotA type minigames ever
I don't agree with the map editing idea. However the PTR definitely needs a custom item maker that would allows us to make items and spawn them into our inventory. So much time is spent farming for specific items with the right stats still and very little of it is actual testing (even with the 2000% buff to legendary drops).
I'm not sure about maps, but from what I understand this is being done with the console version. Item editing that is. I guess this is what happens when you get offline mode.

Ya, Map editors?? well... its not a a creative game, i personaly think it would be dumb and plus, Blizzard would want to stick to Diablo tradition. (slaying monsters and that's it!) Now item editors/makers would be a great, and i mean GREAT addition, it would take A LOT of time though to get right though.

Yeah, i can see that working. Hell, on PS which is the "offline Diablo 3 mode", it's plagued by hackers and cheaters just because they have the option to do so, while on PC due to always online thing we're "limited" to bots and UI enhancements.
Imho, waste of resources. Yes, if D3 on PC had an offline mode where you could do whatever you wanted without repercussions, it would have been fine (ah, how i miss the D2 excel days) but given how the game works, it's a no-no.

Exactly this. The post I made about it previously tried to clearly state that there would be no loot/xp/gold etc. in the custom rifts, yet for some reason many people still didn't understand the concept, I'm not sure why. Or the alternative response sometimes, as you say, was simply "no loot? pfft, why would I bother?" It's almost seems like a lose-lose situation sometimes with this community.

@OP: I'm all for such a thing in PTR. But rather for the reason that you shouldn't have to waste time getting to the point where you can test and break things. Wind up time even with the buff is offputting to testing purposes. But swinging the best user generated content into live? Well... I don't know. I mean how much user generated content would Blizzard have to sift through to vet what could be voted on? The quantity of entries alone I imagine would be overwhelming.
Don't get me wrong, I'm happy to see people wanting to get user content into the game. It was really fun watching that D3 panel where they came up with the Convention of Elements. The Shard of Hate was neat twist too for a while. Sadly those are the only two items, that I recall, that were spawned based on public voting we could see. I assume getting this done takes a lot of effort. Might be wrong but those are just my observances. Forgive my discouraging tone.

Hmm. That strikes me as a bit true. Though, it really depends on implementation, feedback and developer support. However if it gets done, a concrete reward would not only be favorable but almost necessary to draw continued interest into custom map making. It would have to extend beyond a leaderboard even with a well fleshed out idea such as the one PrvtPile suggested and TrueColdKil mentioned above. And for that reason it would have to achieve the similar responsibilities as, or piggyback onto the Greater Rifts system. But then what role does the Greater Rift play in gameplay? Reduce Custom Rifts to Nephalem Rifts with a leaderboard? No legendary gem leveling?
The best Items and maps going to be implemented into the game.
Steps:
1.It will be tested in a new mini beta server.
2.Next it going to move into PTR.
3.Going live.
Mini beta server would be design to contain "small" group of testers, which gonna play it for a 1 month.
Yes, blizzard have to spend more resources on that "new mini beta server".
The cycle of designing-testing-implementing will be just on time, before the new season arrive.
