I have not read all the books, but I did read a lot of the information on Diablo Wiki and other places.
Learning that the revolution in Hell was set into motion by aggressive Demon-Lords, frustrated by the standstill in the Great Conflict, the Angels were certain that a mass assault upon the realms of Heaven by the forces of Hell was imminent. In preparation for the attack, the Angels withdrew their forces from the mortal realm, leaving mankind to fend for itself. The Angels of Heaven felt that the mankind's defence of their own world would be a way to prove themselves as worthy allies or a liability in the Great Conflict.
Heaven doesn't want to interfere in Sanctuary to see if they can defend themselves.
Tyrael didn't think the humans would fare well on their own, so he created the Horadrim. As can be read in the Wiki, at least several angels agreed that that was a proper course of action.
When talking about the paladin, I have to think of Horazon as well. Horazon used the powers ofHll and summoned demons. He did this while having no aid from the Burning Hells, as far is I know. The demons did try to overthrow him, since that is their nature.
As I see it, the Paladins do the same thing, but only with the heavens. As Horazon tapped into the powers of Hell, the Zakarum tapped into the powers of heaven. The angels, as stated above, agreed to not aid the angels in any way (except for the horadrim bit), but not hinder them as well. They just let them go their own way.
Thus the paladins are able to gain powers from the heavens on their own accord, not because the angels actually give it to them.
Of course, this is a little sketchy, since I haven't read all of the books just yet, but I wanted to give my two cents.

It doesn't say that that the high heavens came down and offered them power for faith. It was Akarat alone. Tyrael is an archangel and even he interferes. Chances are that if one rouge angel exists then there must be others.
I think Knaak got his Idea of heaven and hell from act 4. The pandemonium foretress and the chaos sanctuary, perfection and chaos. The void is kinda like plains of dispair and what not.

If they wanted the humans to defend themselves, why have they been sapping their power for the duration of their existence? They steal their strength, throw them into the hands of demons to fend for themselves, and, if they survive, plan on allying with them?

On the other hand, I'm quite curious if the Heavens know that the Nephalem's full powers (at least more than is shown now) still lie in the current generation. Lilith was able to unlock them, maybe when the demons win their fight against the humans they can unlock those powers as well. Then they have Nephalem to fight for them, now that's something I don't want to face.

so to sum things up: the rulers of heaven want human to prove themselves (i.e. the angiris council is worried about it's own butt since they fear an attack from hell) but other angels including tyrael, yaerius, etc. interfere with sanctuary to help the humans and convert them to the side of order/save them, whathaveyou.

Inarius is the only one behind that plan, and he was exiled because of it (if you're referring to the tainting of the Worldstone). The other angels only follow the dictates of the Angiris Council, which, as previously stated so many times as to seem a litany, has an official policy of isolationism from humanity (not to mention the Worldstone's barriers made it harder for them to interlope in human affairs).
Tyrael acts on his own to help humanity, most likely because he knows that what affects the human plane will eventually affect the heavenly plane. He's not well liked by the Angiris Council because of this. They don't want humanity's destruction, exactly, either. As previously stated, they want to test humanity to see if they will be more of an asset or just a hindrance.
