The monk, is not my favorite class, but it seems to have some very powerful passive skills. Although I've just compared to the wizard and witch doctor.
Not much explanation needed. Any time it procs, go wait in town for 90 seconds and you're good to go again.
Going to town's not going to work broski, you have to be out of combat and I believe the stone of recall has a CD (not sure). Either way unless it procs at the end of a fight, you have to kill everything or be able to run away... then wait. Sounds boring lol. I'll just smoke screen on my demon hunter since I don't plan on gettin hit anyway =D

My current guess is the wizard for best HC, because of teleport. I know that has a cool down too, but it seams like if you already have some distance between you and monsters, then you can teleport away from them pretty well.

Seems abit more more practical than the impractical tactic of going out of combat to cast a 10second stone of recall everytime that skill activates just to wait another 80seconds in town (that is IF you manage to cast the recall).

Not really because you'd have to quickly put at least 2 of those skills on your bar while sitting at 20% HP. If you hotswap any of them out, the effect will terminate. If anything, I'd just spam Weapon Throw for massive dmg. Might as well try to kill the others first.
I know in hardcore, you need to be patience but waiting for a cd to move on isn't fun (and you even say go to town to wait? wow lol). And btw you're going to need your own timer since that's an passive proc (should trigger 100% unless indicated otherwise) and doesn't show an icon unless blizz added one for D3.

I love all loot fest kind of game! I will be playing all of them for the next few years. Loot fest games I'm looking forward to: LotR: War in the North,Torchlight 2,Borderlands 2 and of course Diablo 3.

It does have a cool down, as shown on the skill calculator. Don't mess,
I would say using this with the monk dodge build will net you above 65% dodge + near death experience. You can also use the lethal decoy for a soulstone for 26 seconds incase you die.
But think about it for a second, if you're ever brought below 10-15% HP by something it's not a gradual decrease, many times it is more like a quick HP drop due to a deadly monster or monster combination (like the infamous beta Arcane Enchanted), so that passive will save you from that last hit, but if you're badly positioned or still surrounded by the enemies who "killed" you once, you're going to die again in a matter of seconds.
It's a skill that says "you screwed up, here's another 2-3 seconds of survivability, don't mess up again".
Can also be used as a safety measure against those monsters which deal deadly blows when they die (like Molten enchanted ones).

Monk best hardcore class? As a Barbarian, I'll say
To be fair, it appears that both the Monk and the Barbarian have great defensive abilities, we'll just have to wait and see how it pans out when gear and Inferno difficulty are included ;). I think Monks are designed to be a bit more frail than Barbarians, relying on avoiding hits rather than taking hits.
Its says it right on the main Monk page, those monks that arent looking to dash around the place and take more of a beating will be utilizing evasion skills.
Monk will be the evasion tank type class, imo.
Monks possess peerless tactical mobility on the battlefield. Any monk is able to quickly move between or around enemies, flanking them or striking at their vitals as the situation demands, and defense-focused monks are more adept at dodging enemy attacks than any other class.

I highly doubt its a 100% chance to activate, even after 90sec cooldown is up.
