There's a complete over analysis of the characters based on the first 13 levels and act 1... In D2, no one cared if their sorc took a few more levels to kill as effectively as a low level barb, due too no mana management items. Let's give the game a chance to be released before making hasty conclusions concerning the viability of characters!
I agree with Daxx, plus I'd never heard anything of DH's being underpowered, if it really was that bad I'm sure it would be common knowledge - even for those of us without beta.
Every time our toons are wiped I always level the DH first. With the exception of the first iteration of beta where there were no hatred generators, the DH has never felt under powered to me.
underpowered... Fist off the game is not out yet. No one can say who is overpowered and who is not till the game is out and there are make lvs running around.(well maybe not no one). (going o get flamed for this but o well) In WOW some of the classes are under powered or weak compaired to other classes at the same lv. Now at lv 85 they are all about the same. ( all but those pallys.. why you so OP.... JK). So lets wait to see whats what at a max level.

Before the DH class rework, everyone including Blizzard thought that the class was too weak. Afterwards, as recently as patch 12, Blizzard still agreed with sentiments that the class felt weak.
On the other hand, if a class feels weak in a small part of the first act is, as others have clearly explained, not important in the grand scheme of things. One class will almost always feel the weakest in the first few levels just because if they are different, then they won't all be exactly in line with one another.
The class that feels weakest at level 1 could very will be the class that turns out to be the strongest at level 60, so while we can learn a few things from the beta, class balance really isn't one of the things.

It was in one of the Q and A things that Bash did on Twitter.
Q: forum feedback still says DH feels less powerful than other classes; perception or real thing? any plans?
A: Overall we agree. Next patch (?) there will be a number of class changes.
It probably depends on what your skill set is. I've seen some people use Chakrum really effectively to where the melee classes didn't even have time to close in before everything was dead. That doesn't sound very underpowered to me.
Yes, compared to the other classes (esp wizard) DH is very very underpowered. Base attacks are weak, even with bow/arrow and abilities are not as good damage dealers as other classes.
Well, yes, there is not much game in the beta for testers to play around with. However, I've watched my sister play Demon Hunter and it seemed that it was struggling somewhat to keep pace with other classes. The attacks are cool in appearance... but it takes A LOT of practice (or natural skill, I suppose) to get the attacks to hit stuff.
Overall, Sojourna said the leveling experience and combat experience just did not measure up to Monk and Barbarian. (She also said the same of Witch Doctor, and Wizard was so-so.)
If you want to start the game with a Demon Hunter, go for it. I expect any lingering issues will be ironed out before the game is published.
For the most part I think we all need to wait until the game is released and we utilize all of the skills for the DH to meet the others classes. It is very possible that we will be late bloomers and won't due decent damage until the later levels. Most of the people have been saying the same thing as I, just wait a bit until it gets release.
DH are a lot better with the addition of runes. They were fairly weak before. It popped up to one of my favorite classes when I tried it in patch 13, it was one of the lower ones before.
I didn't play the DH prior to patch 13; I'm only level 8 and one shotting almost everything. I find the AoE a little weak so far but I haven't played all of the chars yet.
EDIT: I found the first few levels terrible, but the rune passives sure helped.

Playing Diablo since 97. I know nothing and having nothing good to say, I be a troll.
First character i tried out was a DH so i cant speak for everything, bu the progression of it was quite nice there was nothing i had trouble with, i would assume that if DH in underpowered the leveling experience for the other classes must be quite quick and boring

QUICK EDIT: The addition of +damage on quivers really helps the DH right now, this was a major issue with gearing up a DH in the last patch.
I will say that demon hunters feel much better than they did in Patch 12. I have only just started on my 2nd class as it takes me awhile to get videos done, but my Witch Doctor already feels pretty strong in comparison. I really liked Hungering Arrow with the first rune, but DH still doesn't have the group killing power my WD has right now.
I got a friend of mine into beta and he seems to agree that Demon Hunter is his least favorite so far. I think it might need some tweaks.
While some have said we can't judge based on just this starting part, you still have to take into consideration how the class feels leveling up. If a class feels too weak leveling up, people will tend to not want to play through to the end with it.

IF it needs something, it's going to be minor. Honestly, compared to patch 12 they feel much much better. I think it might just feel 'weaker' because the DH doesn't have any major AoE abilities like the other ranged characters do.
It could really just come down to gear, a good offhand really makes the difference that the quiver buff covers that nicely. The only problem there is, if gear is the problem, then the DH scaling at end game might be off. It is pretty hard to say at this point, I don't think it's that bad. When I played the DH again I was happy with it, but I can see where the perception is since my WD is just tearing through groups.
I just played all the classes through patch 13. I was previously going to level up a demon hunter last because they felt pretty weak by comparison, but now I'll probably level one first or second. It's my favorite class right now along with the wizard.
So, to answer your question: No, they do not feel under powered. They do play differently than the other classes though. Much more tactical. If you enjoy that type of experience, you'll love the DH.

This is exactly what I was hoping for! I was sat watching some patch 13 footage on youtube earlier, getting annoyed because the guy was being extremely inefficient and lack or tactics...

Really want to play it, but sounded underpowered in previous patches.

They did up alot of the damage stats in this latest patch right? must have been some reason for that.
thanks for the responses.
