Yes, compared to the other classes (esp wizard) DH is very very underpowered. Base attacks are weak, even with bow/arrow and abilities are not as good damage dealers as other classes.
Its really easy. I have only been in the beta since patch 13, but it seems easy. The only time I died was when I had a massive lag spike on elites and died.
I took your idea of the storm shield (but with obsidian, going for damage output) as well as removing ray of frost. However, I found that I never really used frost nova in the beta (maybe because it was too easy, will have to see in full game/later difficulties) so replaced it with arcane torrent, which is a cheap arcane power spender, not to mention the indigo runestone for that ability is really boss.
New build, changes a few things. I dont know how all the Arcane power spenders is going to work out, as the beta only gives me 1 to use. This will be a test when game comes out.
High single target DPS with defensive turret (for the kiting boss fights) and a mass marked for death to proved damage boost on most if not all encounters with groups of enemies.
Follower will be a scoundrel for the DPS boost and the passive crit boost.
I am assuming that the hungering arrow will also work on a single boss if I am kiting it or not in LoS, and the DoT's from the fire rune (also from the scoundrels poison arrow) should serve to kill off most kiting encounters.
The intent is to pick up crits as fast as possible to proc critical mass to reduce the archon cooldown with an empowered archon, it may serve to switch to the slow time archon and hopefully grab the bonus from stretch time in archon form.
In between archon uptime the Mirror Images and slow time will hopefully be up to try and proc more crits.
Opting for spectral blade for the bleed effect hopefully gaining more crits from followers enhanced attack speed from stretch time, enchant weapon.
Archon appears to run on disintegrate, there should be ample crits available from that skill provided enough victims, if this is the case slow time could be altered to damage 30% instead of speed.
I expect there is something keeping you from switching out enchant weapon or familiar and keeping it on if not you can swap these spells in and out if not the following.
If archon isnt keeping up and the AP is stacking high it or spectral can be switched in and out over 30 secs time span for an AP nuke the damage will be high regardless. Evocation can switch out for black ice Ray of frost can switch in or for AoE 13 shot meteor can switch in with conflag. Should be able to keep up slow time and mirror image.
Seems like a fair bit of charging about to grab up mobs for crits, crit gear would help.

But yeah, might want to lose the spectral blade because chances are, something (ranged enemeis and bosses) is gonna get up close and fast and kill you. Try meteor, as someone said above.
Mirror image: Might not need this because the Templar could be all the defensive that I need. If not, I could always change out the rune for an Indigo runestone, to give me more time to escape when there are LARGE groups of enemies (more distraction) - Could change out for meteor with Obsidian Runestone if not needed.
Ice armor: All wizards should have an armor right? Also fits in with slowing theme that i am running.
Templar: Picked intimidate over loyalty, not sure if I will need it due to all the cold I am dealing, but if i find that health is an issue, i can trade it for loyalty. Other templar abilities seem to fall in line. Lvl 20 Inspire would be a good alternative IF (and only if) my passive regen isnt enough already.
Could people please critique this build and offer suggestions/alternatives?

^^^Truth. But what I am interested in seeing, is if they have separate 'balancing' for PvE and PvP. Like cooldowns, stuns etc.
