Digression:
The common, magical, rare, unique, and crafted gear in Diablo 2 was a fairly nice, simple at that. However, I like the idea of having a very few amount of rare items that have the potential to be better than some of the best Unique items. If that makes any sense. Like magical items, rare items can have varying attributes with varying additions like 20-35% block rate, or +70-150% damage. If a certain tiered rare was to be perfect, it should outshine most perfect unique items of that same tier. I understand I may be pretty vague, but thats the best way I can currently explain it using old d2 terminology. Call it an ultra-rare if you will... Because rare items have far more variations in types of attributes, the odds of landing a perfect rare with not only all the attributes you want but also perfect stats on those attributes, (i.e. 150% if the range was 70%-150%) is far more improbable than that of Uniques items with set attributes and varying stats. (By attributes I mean +Dexterity, or Item casts blizzard 5% chance on hit, or + life, etc.) (By stats i mean the %'s and numbers reflecting those attributes, like 10 dexterity, or the given %). I believe that because it is so improbable that a rare may outshine a Unique item, that Unique items will still play a primary role in the trading system. But my thought on rare's would allow for an additional, very improbable level of slight improvement from perfect unique items. I may try to work out a model using d2 items as a basis for comparison to show everyone if there is enough interest.
Back on topic: Anyways back to the question, I like set items, I do... but they take away from a lot of the mystery. Diablo 2 did practically make set items irrelevant in the end, which I liked. As a result, i believe it should be implemented in a similar way. I think sets should be treated more as a gimmick than an actually usable item to a certain degree(We wouldn't want to make them completely useless). Its stuff for fun, and I can't say no to variety. I think Diablo 2 had it about right.
Ohh and I say Nay to craftable sets..., unless they are purely gimmick or decorative items with no actual use. Then it would just be a fun economy dump.

The cool-down you mean? Yeah I guess it would be. But I don't like making references to WoW anymore. It's done often enough as it is.
Coding this idea would be harder, but well worth it. Time-cool downs are just too easy and not enough of a solution.

The re-implementation of town portals into Diablo III brings up a lot of debate. I offer this solution.
In D2, town portal scrolls were found through out the game and could be collected into a tome. The original idea of doing away with town portals scrolls appealed to me greatly. However, the concern of not being able to go back to town whenever I want does cause some problems. Anyways, I put those problems aside because they are not important here, the solution I offer is this:
When a player enters a game, he/she would start with 0(zero) town portals. Blizzard should make it so that in D3, town portal scrolls cannot be bought. Town portal scrolls should be found. The way town portal scrolls can be found can be implemented in different ways. I personally don't care which way but here are the options.
- Special mobs could drop town portals that a player can collect and use at his/her own leisure. That mob would drop a scroll of town portal as an additional item so that it does not replace any potential loot drops. The last thing I would want is for it to replace loot drops.
or
- Town portal scrolls could be treated as check points on the map. For example, everytime you kill a mini-boss or main-boss, that mob would drop a scroll of town portal as an additional item so that it does not replace any potential loot drops.
or
- We could make town portal scrolls just random drops from regular mobs to collect throughout the game.
or
- shrines that drop town portal scrolls
Now for the most important aspect of this solution. Every time a player leaves the game, all town portal scrolls are reset back to 0(zero). That's right, every time you enter a new game you start with 0 (zero) scrolls. This would prevent stockpiling of town portal scrolls. This would make both sides of the scroll debate happy. It keeps scrolls an uncommon drop throughout the game and keeps the player on their toes while also providing some comfort that the player has the ability to go back to town if he/she has collected a scroll from a previous fight. The town portal scroll drop would have to be uncommon enough for it to not pop too often. (For example, a time limit could be set between town portal scroll drops or only one scroll can drop at a time per player resulting in one scroll being held at a time or both). A variety of loot tactics could be used to solve this problem. Blizzard would have to find the best suited for the game. This would be the best way blizzard could implement town portal scrolls.
(If scroll of town portals are dropped, they disappear. (*poof*) (Cannot be traded)

This setup cost me $1710 for the tower alone. (Other accessories I already have. In regards to the level 99 cap. I liked the level 99 cap because not every single character in the game was level 99. In fact most characters stopped at around 88. I liked seeing 87's, 88's, 89's being all just as powerful as each other. I believe because level and gear was the only prestige aspect in D2 so it grew on people. Some people got really giddy when they were a level 85 and beat a level 90 in a duel. I do have to say, the little things in D2 turned out to get important because, simply put there was nothing else to do. If D3 implements the endgame and could even somehow implement events, I will be satisfied. I just want for their to be a way to keep things interesting. The level 99 cap was perfect for D2 because of the lack of end game, despite what people may say. It did add playability. All together, D3 is a very different game. I realize that now, but am still remaining cautiously optimistic about D3 endgame content.

I would like to see multiple shape-shifting capabilities. For example, temporary bird form that allows for flight over enemies for a few seconds. (Maybe equivalent to teleport?)
Others:
Chimera would be pretty cool. It could add temporary elemental abilities to the caster.
Pegasus: Perhaps triggering an aura effect for the party while not being able to do anything else.
A sewer rat - for kicks and giggles
A Griffon - an instant cast skill that takes an enemy into the air and drops it. (Effective only on ground enemies)
A mini-dragon with fire abilities different from what a chimera would have.
A vulture - The skill would eat a corpse and regain a small amount of hitpoints. Instant cast?
A bear - Slow clawing attack with brutal damage.
A serpent - with poison-like abilities
A bull - charging attack
A cheetah - temporary speed boost
A turtle - Small size, can be kicked around (increased defence)
The shapeshifter would have to learn to switch between animal forms at appropriate moments in the game to be effective.
I am obviously being very broad here. I leave the rest to your imaginations. But my idea is to add some skillful play to shape-shfiter by requiring different forms for different types of combat. I think that would be a lot of fun and variety.
