There are plenty of ways to rework the animation to make it more responsive and less of a DPS loss.
On the other hand it's like a 1.5s animation. That's wat 3 hammers? 4? Vs a 1700% base damage skill. Which applies judgment as part of the set bonus. Hell just reducing the jump time to 1s means its more DPS than any hammer spam will get you.
New hammer shield makes hammers hit for several billion, FS not even close. I've got a garbage 235% non ancient shield, missing a roll of blessed hammer skill % on gear and hammers destroys fs for damage.

Think about the 6 set bonus applying 750% damage multiplier to all hammers, now factor in the 250% max potential for the first three enemies struck. Fs is 1700 with a 250% multiplier, and that's all. FS loses right there, and loses in damage even further if you use a one hand.
