In short, it is implied he embodies one of the Gods of Xiansie -- the God of Thieves, to be exact. He was a trickster and adventurer, and for the past few centuries -- millenia? -- has traversed Sanctuary. He even claims to have met Zoltun Kulle!
H never gives you any straight answers but is a wily old coot who imparts a few nuggets of... wisdom. He has experienced all that is good and bad in the world, all its... dichotomies.
And is obsessed with finding a certain Jewel. A Jewel that imprisons a dread demon.
Just as Malthael became obsessed with finding the Worldstone, which eventually turned him mad.
Could Shen the Jeweler be Malthael's human incarnation in Sanctuary? That he's gone mad over the past 20 years searching Sanctuary for it, losing himself in the lie that is Shen?

Be it through hallowed grounds or lands of sorrow
All in the Forger's wake is left bereft and fallow
Is the residuum worth the cost of destruction and maiming;
Or is the shaping a culling and exercise in taming?
The road's goal is the dark Origin of Being
But be wary through what thickets it winds.

That would indeed be an interesting turn of events. Though, unless Blizzards plans to give us a replacement Jewelcrafter in an expansion when this is revealed, it kind of seems unlikely.
mathael is searching pandemonium, not sanctuary. therefore, he wouldnt be the The jeweler, because he wouldnt be on the world at all.
Edit: Also, he didn't go mad searching for the worldstone, he left the council of angels because he couldn't handle the destruction of the world stone. Tyreal says he went mad, but that's the only thing we could go off of to say he was "mad".
Angels also don't reincarnate as other things, if one dies or is changed, new angels are reformed to take the place of them.
Would be extremely humorous if this was the case. I loved Shen's dialogue, funny as hell. However, I doubt this very much. Nice theory though :Thumbs Up:
When I used the word "incarnation" I didn't mean reincarnate; but rather "iteration", "manifestation", or "version." The body he assumes when walking on Sanctuary. Sorry. I should have clarified that.

Did... did you miss the whole thing with, y'know... Tyrael becoming human?

He only turned mortal not human and he did not get reincarnated. Don't confuse every white-bearded man with santa.

It could be Shen gave up his angel...ness, like Tyreal. Or it's just his avatar, like Tyreal, Inarius, and Baal all have.
I like the idea, all though I don't know how they could use it without having to give us another Jeweler.
But I like Shen, and anything Blizzard does with him in an expansion would make me happy.
How could we craft gems if he leaves is a mystery though
Easy, clicking the tables next to him
Oh! I forgot about that, you're right! we're nephalem after all, and we must find a job now all the evil in the world is gone
