Best run I ever had I got 3 legendaries, 2 worth over 50 mil. I checked the server IP which was .157, at which point I stopped believing in this conspiracy. RNG is RNG, and just like the mystery of life on earth, people will look for answers any place they can find if they can't explain why something happens the way it does. Not to say that those servers cant drop great loot, but others that do not fit this description can as well. Every server is potentially a "Loot Server".
352% MF after 5 stacks, did 5-6 act 1 runs (at least 20+ elites and 2 bosses per run) and keep depths lvl 1 and 2 in act 3 (killed about 10 elite packs), all on double digit even servers and nothing..... i think this game hates me.....
I do not believe in the IP theory, as I tested this more than a month ago from the BNET forums.
Here is why people think this could be true:
Many years ago, you could find "hot" servers for Diablo clones. They were true and it did work. Currently, when you log into a game, you get what you believe is a hot streak and check your IP. It could or could not fit what the OP is stating. Which by definition is RNG. HOWEVER, if you pay very close attention you should see a bit of a pattern from games that are dropping nicely. You will notice, random rares from white mobs and higher than usual rare ilvl drops. I do not believe these are tied to IPs, but there are definitely some games that drop better in general. There is no real way to know how Blizz codes this, even if you statistically did thousands of runs. My advice would be to restate, kill fast. Its a numbers game. Eventually, regardless of your MF/NV/PL, you will find a legendary or set item.
well i just tested, did 1 run in Act 3 (keeps 1-2-3 and kill Ghom) 115% MF (5stacks included) in 16 and got 1 legend (ilvl 63-nat's hand crossbow). Before that, 350hrs of playing and only 1 legend above ilvl 60. Maybe is luck or not, but it worked.
But you cannot prove that the legendary wouldn't have dropped while on another server ^^ To "prove" this method you have to play the same character on two different servers at the same time and repeating it several times. But you can't do that ^^ That's why this is just a placebo effect. You actually feel better and it feels like it is working for you but it is no valid "statistic" ^^
I don't think that's humanly possible... to play same champion on 2 different servers.
(You can play 2 champs at the same time - yes, 1 EU and 1 US at the same time, but u can't play with the same Champion a.k.a on 1 server region).

Well, I must agree we would need much larger set of data to yield statistically significant results.
But you seem to lack knowledge of statistics theory as well, since computational RNG is not perfect. To quote wikipedia:
"A "random number generator" based solely on deterministic computation cannot be regarded as a "true" random number generator, since its output is inherently predictable. How to distinguish a "true" random number from the output of a pseudo-random number generator is a very difficult problem. However, carefully chosen pseudo-random number generators can be used instead of true random numbers in many applications. Rigorous statistical analysis of the output is often needed to have confidence in the algorithm."

In other words, RNG is only true random if you flip dices, shuffle numbers, etc. A very good example is the annoying shuffle function on many MP3 players that keeps repeating some songs while never playing some others.
So IT IS plausible that some servers are having better drop rates if the RNG is only computational. Another possibility is that Blizzard took care of this and used some real life randomness to create drop rate tables, but if they're unique for each server we may have a new argument in favor to OP.
I'm not saying the theory is valid or anything. I'm just saying that "RNG is RNG" is not an argument to invalidate this theory.
And believe me, I'll test the shit out of this after the weekend. Girlfriend doesn't let me play Diablo on weekends =(

I'm not saying your theory is true or not, but sadly, I'm part of the 20% (tried around 15 games with over 300 with valor). I was in act 2 though, maybe that's why.

heh .. yeah, I think it is time I start a new one for myself. Think i will say that I have determined that you get an extra 5% chance of finding a legendary for every paragon lvl you get. I am lvl 32 paragon and maybe that is why I find at least three legendaries a day. (no I have not checked the ip as I think the whole theory is out there)

Anecdotal evidence but here it is (and it "refutes" this idea):
Act 3 run with 375% MF after 5 stack.
So far I have done two runs on even numbers below 100 (68 and 64 if I recall, I have them recorded somewhere).
I did a run just now with ID number 193 (opposite of what you suggest, high number over 100 AND odd number): 2 legendaries plus TONS of i63 loot.
I think this, for me anyway, proves that this theory is just more RNG. It's the same thing that humans do all the time - we look for significance where there is none. I have yet to see one scientific (actual significant numbers) to PROVE this theory in this thread. I have just proven it wrong, at least as far as my drops go.
By the way, I think some of you just need better kill speed and MF. I've been running with 375-400% MF constant since the patch (with 5 stack). I get like 2-5 legendaries a day and have made thousands of dollars off grinding. Currently have millions of gold (almost a billion). Get.... more.... MF. And kill faster. Period. I'm serious when I say, if you spec/gear properly and play properly - you can literally pay the bills playing this game. I just finished my Master's degree and while I wait to get credentials (long, tedious process) I can literally earn more playing this game than I can working full-time at any job I could find right now with any consistency.

Running depths and full crater. I didn't pay attention to ilvls the first 2 runs, but the third netted me 15 ilvl 63's.
This is running with 78% mf and 5 stacks for a total of 153% on normal mobs, but full capped on elites and goblins.
