I like that a lot. The fact that they say inferno is supposed to be insanely hard sort of had me worried that there wouldn't be much unique to it except obviously higher quality "versions" of the same armor we were finding earlier, which kind of sucks.
Probably a new tier of armor each act in normal, nightmare and hell, too. It's not really surprising. A tier isn't like a set of raid gear, it's just what it looks like when equipped.
What they should do is once you clear act 4 Inferno, every game you make after that every monster is mlvl 63. Which would give you the choice of farming where ever you want.
The way I would have wanted it is that certain parts of a set were available from Act I and Act II and others were available in Act III and IV. Making farming all acts meaningful.
Personally I am not sure if I will be playing Inferno that much, at least not at first...sometimes crazy difficulty takes away some of the fun. I like a challenge, but I am sure Hell will be dropping some good loot too so why just farm inferno?
If you look at the game guide here (http://us.battle.net/d3/en/item/axe-1h/#type=common) you'll notice that there are three different level 60 required axes. This is the case for all other item types in the game guide.
Since we're supposed to be finishing hell difficulty right around level 60, I would bet that the first level 60 item will be A1Inferno, the second coming from A2Inferno, and the final coming from A3/4Inferno if the quote by Jay is an accurate representation of how they've made the game.
I think he meant tier gear as in the look of the gear not the set and legendary items which from what we have heard from them can drop in hell mode as well as end act 4 of inferno.

I lot of casual gamers haven't followed the game's progression and may have seen nothing but commercials and the black stone video on TV so if they saw that article they might assume talents are still in the game and pass on it. Even if the article does tie into converting an old UI with a new one they really should have included a picture of the new one as well with a text blurb under them talking about UI evolution or something.

I really dont think you'll be able to skip acts like in diablo 2, and fast forward yourself to act 4 inferno for the best gear. I think you'll just die endlessly if you try that.
I think the way Blizzard has balanced it, the party size really prevents 8 player stomp fests where 3 geared people are carrying 5 scrubs just leeching for gear. Contrast that with how it is now, having 4 people max to a group. I think it makes it easier for Blizzard to balance around preventing that same thing from happening that happened in Diablo 2. I highly doubt people will be able to jump to the hardest act of inferno and expect to survive. I just think it flat out won't work.

And do you mean that when you clear Inferno once, you have to start over from the beginning of act 1 like in the beta?
So you can't kill the last boss, remake the game and go kill the last boss again (and again and again)?
If you can, there's hardly any reason to do act 1 and 2 in Inferno if the best gear in the game comes from act 3 and 4.
Unless they make it so that even with the best gear in the game... the challenge and time/ money consumption is enough that its faster to do lower act runs.

Blizz said a few days ago that no one internally has beat Inferno.... That's pretty significant especially since they have been playing it 5 months before the beta came out. No one will beat inferno until 2013. They said your entire party will need to be in LEET gear and strategy will play a MAJOR part in defeating just the first act of Inferno. It will not be easy and will not happen anytime soon. They said you can expect to die, and die A LOT when you first start inferno because you have to get acclimated to strategies. This shitz fo real yo!

Blizzard never said items in act 4hell would be the same as inferno. Bash said items in act 4 hell could be better than items in inferno, meaning the best hell items will be better than inferno items that are just good. At least that is how I read it.
i love the idea of an extra tier of items for the later acts of inferno. Personally i doubt i'll have the time/skill to get to the end of inferno myself, but i hope the difficulty is as epic as we've been led to believe it is, and in that case i think those that can clear it should be rewarded with gear that you can't get anywhere else... and then we can start bitching about chat avatars again so everyone can see how good you look.

For the absolute best? Most likely.
I am hoping though that the risk/time required for the last act to be farmed will be high enough to almost warrant people sticking to the other acts for awhile.
Not necessarily. Just because a certain Item is a lower level doesn't always mean it is worse. Granted that is the case most of the time but if you think about past games, there are items a bit lower level but are still really good because of the certain stat boosters or +skills they have on them and how they will work with the build that you like to play. Most likely there will be several items found in act 1 and 2 deemed "the best" item for a certain class / amor/weapon slot
This sounds amazing, but my only complaint is it sounds like you'll be at a disadvantage if you don't use the highest armour tier that you can.

I was actually hoping to be able to use Doom armour on my Monk because I like the look the best. But as far as I can tell, this will be the level 61 armour, meaning that I will probably struggle in the later acts if I don't upgrade to Sovereign and Archon
For all we know all the 16 tiers we know about can be found in Hell difficulty. These 16 tiers might only be refering to the normal tiers and not special tiers of armor they have in the higer difficulties. If you remember the yes/no video of Jay, he said that there were more than 16 tiers of armor. For all we know there is a legendary tier of set armor for each inferno difficulty.
Also, I think that you can find certain legendaries in hell that you can find in act 4 inferno. It's just the specific tiers of armor that you won't find until you reach that act in Inferno.
