A compilation of skills i thought up when i couldnt sleep last night. Not my best, but far from worst. Some would be best as 1 point skills, plz plz don't hate because if by some stretch it resembles wow, because i never even played that game, this is what I think works for diablo 3 alone. Hope ya like 'em. oh, and about my summoning system:
it has three sets of summons.
minions: use Mongrels and cerberus or use cannibal swarm
+
Bodyguard: use snake, voodoo doll or The Swarm golem
+
Tanker: Mongrel golem or Meatwagon
so you can have 1 set of minions, a bodyguard, and a tanker, but not a bodyguard and two tankers.
voodoo armor
damage dealt to caster over x seconds is reflected to attacker.
Raise mongrel construct
raises mongrel golem that slowly decays over x seconds (doesn't die but does significantly less damage over time)
Voodoo Doll
summons voodoo doll that reflects x% of damage dealt to attacker.
Attract
All enemies within light radius rush to caster
stone sight
all enemies within radius freeze for x seconds
outbreak
enchants target (or without target, caster) with disease damage
boneyard
skeleton arms reach out of ground in a small radius around caster, dealing x damage per hit for y seconds
Ashen Field
no one in radius including caster can attack for x seconds
sacrifice dance
all enemies within radius are dealt x damage caster takes y damage
festering wound
target in melee range is dealt x damage over y seconds
summon meatwagon summons golem made of dead organs, eats bodies to heal or, if at full health, spits corpses as ranged attack (holds up to three unused)

x% of elemental damage taken is converted to disease damage

Character gains x% health for every enemy killed, Meatwagon kills don't count

Creates a portal that leads x feet ahead
Rise of the Shaman
Everything in x foot radius of caster gains y% increased mana but Z% decreased strength for x seconds

Nearest creature is trackable, even if outside light radius (via point on minimap, counts hostile players and critters)
Rally Minions passive
Cannibal sprites and mongrels gain x% elemental resistance
Bodyguard's Boon passive
Voodoo doll and locust golem gain x% magical and disease damage, respectively
Addictive Toxins
Caster uses ranged attack that deals x damage, y damage over z seconds, and target must move in a straight line to caster
Swamp Gas Jar a.k.a. Fireblight
Caster rolls an explosive to target for x disease damage and y fire damage (rebounds off of walls and trees)

yeah, i messed up the descrip for sacrifice dance (i think that's the one i messed up). Don't see how it's of much use the way it is, i'll edit and maybe rebalance i couple skills (I never even liked hellrift, a friend came up with it and wanted me to add it)
edit: truth is, i already had a whole list of skills involving teleportation, but all for a concept class called Flashdancer.
double-edit: fixed sacrifice dance and renamed blackest plague to ashen field until i can think of something better (considering Green Zone or Encalming Fluid, as u can see i don't have any good ones yet) and l-triptophane is something in turkey that allegedly (not really unless certain conditions are met) makes you sleepy, I think tryptophan is the same thing but i'll do more research on it when i'm awake. Blood doesn't reach my head till maybe 3 at night.
triple-edit (hate double posting): the voodoo armor is a repeat skill from necromancer's iron maiden, it was just always one of my favorites and i'd miss it with my necro gone)
I like your ideas of the voodoo doll reflecting dmg thats a good idea
the stat based decreasing skills just don't fit in diablo which has a fast combat pace (exception of boss fights) and so they would have to be very dramatic and be more of an aoe (area on effect) associated
I dont think teleporting fits into WD concept very well
mounts arent in diablo so that doesnt work (blizz announced this)
in addictive toxins the straight line rush isnt very useful
soul copy doesnt sound very useful unless in boss fight
sacrifice dance is a good concept because sometimes witch doctors must use their own blood in rituals
spark of life's tracking isnt useful in a fast combat paced game like in d2 especially considering its not in a very large area or has many places for monsters to hide

soul anchor would need to be aoe associated because otherwise it would only be useful in boss fights

The Witch Doctor is reliant on Voodoo skills, Minions and controlling the minds of his enemies.
Thus: Here are some ideas on Skills:
Voodoo Skills:
Locust Swarm: Short range: attacks enemies and does a small amount of damage while jumping to other enemies.
Empowers Minions with disease damage.
Fire Bomb: Slow Fire bomb which does area of effect damage
Empowers minions with fire Damage.
Soul Harvest: Does large damage to all creatures within a short range. Doesnt affect Daemons (no soul)
Bubonic Bomb: Flask filled with powerful diesase, Thrown and does Poison damage to all enemies in range, enemies killed with this explode.
Minion Blast: Destroys a minion in a powerful explosion
Soul burn: Hits in combat do fire damage and ignore enemy armour and resistances.
Minions:
Summon Mongrel: Fast minion with good damage.
Summon Zombie: Slow and weak, but with alot of health, a powerful blocker and useful when empowered
Summon Zombie Wall: Summons a wall which blocks enemy movement and causes damage
Summon Soul: Summons an Ethereal departed soul which causes arcane damage and is immune to nonmagical attacks.
Summon Bloated Swarms: Summons swarms of flies and mosquitos which do powerful poison damage and are difficult to hit.
Summon Meat Puppet: Summons a large creature which does less damage the more health it loses
Mind Controlling skills:
Horrify: Makes enemies flee from you
Confuse: Makes enemies near the target point attack random opponents
Voodoo Doll: Summons an Immobile Doll which attracts enemies and does Thorns damage to them
Trance: Enemies close to the target point are sent to sleep and do nothing for a few seconds
Command: All enemies attack the chosen unit
