Since this weapon does not have a CC affix, one can be rolled randomly. You can search for "chance on hit..." on the AH. I believe the max affix is 5%.
Scoundrel BiS Weapon burizado-kyanon
+7–(16–30) Cold Damage
5.0–15.0% Chance to Freeze on Hit
40–80% chance for ranged projectiles to pierce enemies.
Templar BiS weapon azurewrath
+86–(200–399) Cold Damage
5.0–15.0% Chance to Freeze on Hit
This weapon will forcefully repel undead enemies. (knockbacks undead)
The templar can also wear a shield with +% chance to freeze target.
Usually quite cheap on AH!
Neck the-star-of-azkaranth
Ideally get freeze for the Templar and Scoundrel as the affix is likely additive, thus removing the probability that several CCs occur at the same time. For example a stun and a freeze occurring at the same time.
Rings
If you want/need the follower to not die, then you might invest in his effective health. If you take this route, +IAS (Increased attack speed) is also quite useful as it will enable their followers weapons to proc more often. Otherwise, +exp is the way to go.
i don't see the point in BiS gearing for damage unless you're running high MP and farming keys or essenses, in which case, if you're "needing" your followers DPS, you might as well back it down a MP level and gear them for MF/GF . I gear my followers for GF/MF for anything up to MP6.

They are the Best in slot items because they CC, not because they do a lot of dmg. The the-star-of-azkaranth and burizado-kyanon are worthless as dps items. Yet, a near perfect burizado-kyanon cost 10s if not 100s of million of gold on AH.
You guys can check out my Templar in my profile. My Scoundrel is pretty well geared, though I will have to tweak him just a little to max out IAS and CC (I use Hysteria) with high survivability.
I feel sorry for my Enchantress... I'll give her some more attention in the near future.
The thing about that is you need the follower to get constantly hit to proc the goblin spawn. With ranged followers, they're programmed to avoid as much damage as possible. You will notice that your Scoundrel or Enchantress will always try to kite mobs, even the weakest of trash mobs, while the Templar will always dive in headfirst.
When I regularly farmed with my Enchantress during my early paragon days, I had a really difficult time getting her to take some damage. The same applies right now for my Scoundrel, even at higher MPs because he constantly tries to avoid damage. And if they do get hit, you can't guarantee the goblin spawn, and since those two are naturally less beefy, they can't take many hits unless you gear them specifically to do so (and the Puzzle Ring certainly isn't a beefy ring).
The Puzzle Ring, no doubt, is more suited for the Templar because he's always absorbing damage. Meanwhile, the Scoundrel/Enchantress should be more heavily geared toward survivability and crowd control.
