Well, it think there isn't enough texture to that specific area to say it might be a figure, or just a dark area of flame. It would be a split decision for me.

The story is open still. Doesn't have to be Tryael. The short stubs on his back (wings) look like those of Imperius. I can compare them with the image in your signature.
I would have been 100% sure it was Imperius if only we had seen art or pictures depicting him with faint blue tendrils on the end. I think that the blue in those images above are really tendrils/wings, and not extreme heat. If it was, then the artists woud have made it like that in the center as well - where it's the highest temperature.

I honestly think that the blue highlights are just that- blue highlights. To contrast the flames of the meteor and make it seem more dramatic and magical. It's becoming more and more common in visual design in newer games:
I think Blizzard is fooling us. Chema, if you see those 2 images you posted - the guards are not moving by even a milimeter. I would have expected them to at least move just a bit. It's not like nothing happened. The camera is still in the same position as well (the stone wall). They've been pasted on the background (or the other way around) and shaded on some parts a little bit to make it seem more real.
Why do you torment me Blizzard? Fast-work deadline imagery or something else?

Those 2 artworks are what I believe to be two different choices they were looking at. If you notice the light is in the exact same place on both, only the "mountain" object has been added.
I think this is what they finally settled on for the cinematic.
Anyway THIS image seems to be artwork indeed. A few things have changed but if you notice the benches have paint marks on them and such. Like the meteor was painted in to decide what and how it would look like.
