According to Tomshardware.com (very reputable computer hardware news site) several Starcraft 2 sites are receiving what appear to be warnings that the SC2 beta will arrive soon, with the official announcement possibly coming as early as Feb 10th at the announcement of Activision Blizzard's fourth quarter results.
I'm not saying Beta might not be coming soon. But that screenshot is fake. Not only because of the typo, but Blizzard wouldn't use the Starcraft font, and they wouldn't send out an image, they would just send an e-mail.

So now another year can pass before this game comes out, with all the testing etc. I know Blizzard wants to make perfect games, but do you remember how DII looked when it came out, it was full of bugs and other things that could be made better, but they did still release it and nobody complained. Just let the players figure out all the bugs, but I think it's cause of the more severe problems like hackers that they wouldn't risk releasing a game that gets hacked in a week.
