I have ambition to play out my current gear possibly into ROS.
My question is, how much more difficult is master 60 vs master 70 (in other words I like how my character plays right now and may not want to start from scratch)
Is there a significant difference. I ask this because I am curious to how fast monsters scale up with each level.
Its ridiculously more difficult if you use lv60 gear. On the PTR im stuck at 60 but I had a friend create a game for me to join so it was master 70 initially, its not possible. Expert is doable but really hard. I lowered it to hard 70 and it was fine.
For a nice example, my 70 crusader who is only been 70 for a day or so with less than 2 digit playtime at 70 stats are as follows
DPS: 165,327
Toughness: 11,754,586
Healing: 9093
I -CAN- kill champion/elites in master however it is obnoxiously slow, so slow infact that I've not tried a boss or a rift because i'd be there all day. Now, granted my gear might even be worse than yours as it sits now but I can't imagine a 60 being able to take the hits I can either.
Edit: I forgot to mention survivability for my Crusader. With that 11m toughness I still need to pop survivability cooldowns from time to time especially with tricky affix combos.
I leveled my wizard on Master, up to level ~67, at which point it didn't work anymore (though the reason was more the zone I picked than the level, I believe). I think if you don't progress to the end of act 5, and you have really good gear, you might be able to play Master until level 69.
Level 70 with 60 gear? Hell no. Maybe for certain high-end characters with OP gear and "the right class/build". But at least for my wizard, Master @level 70 was impossible at first. It took a while to replace gear, raise my toughness, and find a way to compensate for the sudden loss of life steal.
I'm now back to Master - I'd say you want about 400k DPS, 5m toughness, and 10k healing (all unbuffed) to minimize deaths (with these stats I barely ever die, mostly because of stupidity). Note that DPS is just a matter of flavor - with LS gone, increasing your DPS will not increase survivability.
I'm actually thinking of writing up my experience from getting to "60, D3 vanilla" to "70, Master". While the leveling itself can be done extremely quickly, in a few hours, it took some time to adjust; especially for wizard because RoS just changes absolutely everything. Not sure if someone has written extensively about that already, if so please tell me, otherwise I might post my $0.02 later on the wizard forum. All stuff I've read so far is more about OP builds with OP legendaries/builds, but not really info about how the Average Joe is gonna get along once RoS hits.
I found Masters 70 to be pretty fun as a lv60 DH, aside from some of the new affixes that guarantee instant damage. Those affixes were pretty much instant death for me, and the only way I could beat them without dieing was edge/offscreen attacking them - which meant those fights took a hell of a long time. I use CA as my hatred spender, so the max range is lower than the safe range of getting 1-shot by those affixes. Reflect packs were also quite ridiculous, as it was rather difficult to get the healing needed to stay alive.
The stats I have on PTR are 198.5k DPS, 322k toughness, and 2316 healing. I think it would feel better at around 250-300k dps, though higher will lessen the fun as you'll be closer to approaching the "faceroll mode'". My guess is i need quite a bit more toughness to avoid the instant 1-shot for some of those new affixes, have no idea on the actual number needed. Healing amount was pretty much all talent points, and tied with health globes it seemed like a non-issue.
