That video is from an emulated server, there are no rules on emulated servers. The ability will work as such
You cast it as many times as you can in 1s, then there will be a CD. Reading comprehension skills are key when you're only given 1-2 lines of text
AFTER you use teleport, there is a delay of 1s before the CD begins. in this 1s you can cast teleport again (possibly twice or even 3 times pending AS[FCR]). After this 1s string of teleports you will have to wait until the cooldown on teleport ends.

This is not D2. There is not a whole lot of reward in just jumping around and scouting an area, especially with the penalty to switching skills.

Notice how it doesn't say anything about after the first teleport?

No it doesnt....with a slow weapon that is at best 1 extra TP. Even with a fast weapon you would need a lot of increased attack speed to get off a 3rd teleport.
The instant you push the button the cast animation and 1 second timer beings.
That means you have to pull off 2 casts in less than a second to get 3 teleports....
With timing that extreme you might as well just stipulate that you can cast twice in a row.
PS: Your assumptions on emulated servers are completely off as well.

I see some people forgetting that if the Wizard is casting teleport every second, he's not casting those big 35-40 AP spells, because his regen wouldn't be able to support both.
So while I think it could still be possible that a Wizard can teleport that much (and I sincerely hope that theory turns out to be true), we probably won't see a lot of use for it in the higher difficulties - maybe to search for rares and skip weaklings.
Also, to farm the lower difficulties an infinite teleport would be awesome

Efilons posts further reinforces what I said, and no, what i said about emulated servers is actually 100% true, I've been on a private emulated server, 2 actually. One was an actual attempt to recreate D3, the other was just a fuck around.
It's extremely unbalanced, and in no way a direct representation of how things work. Even the server that was attempting to recreate d3. The mobs had braindead AI, the abilities were way off, it was boring, and dull, and did not feel or behave like d3. The only benefit was getting to see the visuals of the runes. Most of those that had visuals were already covered in previous videos on youtube, or have been covered with Blizzards skill rotation. Most rune effects are in game, but the visuals are way off.
I've been on 2 emulated servers, im not making assumption, im giving you observations based on my play experience, I was on emulated servers for SC2 as well. It was the same there, the emulation made it playable, but not enjoyable after the first 1-2 hours. It wasn't until later in the sc2 emulation where we could set up LAN games that it was fun, by that point SC2 was like 2ish weeks away, and it was still crap anyways.
those that hack and emulate are amazing individuals ( I dont myself but have access to those that do ) and they do a lot for giving us spoilers and a taste, but the only thing you can take from emulated servers is visuals, everything else, you take it with a grain of salt. As it is more than likely NOT a direction representation of the game itself.

Look in the video at the wizard using teleport for every other rune for this skill and the un-runed version of the skill. When the wizard uses teleport with these runes, it initiates a cooldown. Ergo, if the rune in question did initiate a cooldown after 1.5 seconds, it would do so in the video. Case closed.
I am as surprised as any of you, because I also believed that you only had 1.5 seconds (it's now 1 second) before the cooldown would begin regardless of how many times you teleported in that 1.5 seconds, but I guess not (unless Blizzard has changed the way the runes works since this video was made).
I'm pretty a blue commented back when that wormhole allows for infinite teleport so long as arcane power lasts. Yes things could have change since then and yes I haven't found the actual post to link.
The tallying and numbers game is all handled server side, so yes that emulated server totally did make up some math and numbers just to make a "demo" playable. That info is not kept in the client data.

-The 2011 arena wizard had teleport with wormhole which I played and started cooldown after 1.5 sec has passed since I casted the first teleport regardless of how many times I cast it during that timeframe. so unless blizz decided to drastically change the function of the rune between that time I'd say it's safe to say that the private server is not accurately showing how the rune works in actual game

Back when wormhole's 'grace period' was 2 seconds, or maybe even 1.5 seconds, I can understand it potentially functioning that way. But why on earth would they reduce the period to 1 sec if that's how they wanted it to work? It basically says 'here you can teleport twice in a row.' That's stupid.
