If you put it into the reforge machine, it will show (min-max minium dmg),(min-max maximum dmg). Easy way to find out, i cant remember the numbers myself atm.
Although, if you play more casual which I assume he is, that weapon will improve the everyday gaming session significantly while farming lower torments where there's no need for perma-AC. Don't be blinded by the BiS-build that you have in your head. In my opinion, he didn't ruin that weapon at all.
I absolutely agree that you shouldn't be blinded by "BiS builds". However, way more people are blinded by sheet DPS. Which is surprising because it's been many months since we all discovered that pure sheet DPS doesn't say much about your character. If this weapon had an above average damage roll he definitely ruined it. High CDR builds can do sooooo man amazing things, especially for classes that can create builds which require you to have 5 of 6 spells in your action bar to be cooldown spells.
Ok, let me explain the situation: A guy comes pretending to ask a question about a weapon dmg reroll, when in fact he wants to brag about his high dps FOTF.
I prefer to tell the truth in the case - he ruined this godly weapon - out of stupidity or pure ignorance, i don't know. But that is the truth and everyone who plays crusader knows it.
That said, next time he might think twice before posting topics "Oh look at my high dps weapon", when in fact he basically destroyed his own progress (oh the irony). There is no other discussion here.

This reminds me of how good Recount would be in D3. I know, some people don't want to ride the efficiency-train, but for those who do (I suppose most people who bother to read forums) that'd be so awesome.
When I first saw one of Recounts predecessors in WoW, it felt like a major class buff to me (Rogue)
I was unaware that Jesus played D3 or shared his builds.
Not having 10% CDR on the wep is not the end of the world. There are plenty of other places to get CDR that would still allow for 100% UT on HF and very little downtime on Akarat's w 6 pc

And i thing. if you roll 10% Cdr you can How many Shoot in3s or 4sec ? But 10% dame you can have how much dame.
and i thing all Damage in long time of 10% dame higher than 10% cdr.
