Seems to me as a solid self-healing tank build. Earthquake is down to 60 sec CD with runestone and passive. This CD is almost the same as Ignore pain (60sec.). This allows you to use Ignore pain (Alabaster) and then throw in Earthquake to heal 25% the damage done. Using skills together (every 60secs.) seems to give you a good healing boost considering the high damage output produced by Earthquake. There doesn't seem to be any fury issues.
Definitely a solid tanking build; I can't find any major faults, or anything I disagree with...
If this were Solo PVE Tanking, definitely a good build... If this were to be used in a group, I'd probably only change Threatening Shout to a Crimson Rune ("Demoralize" - Taunt creatures to attack you for 6 seconds)
Another thing that might be worth playing around with is the passive "Relentless" - Seeing as how it activates when your below 20% health (which might not happen with all the healing), and considering you won't have a problem with fury generation, might be a bit pointless... "Inspiring Presence" might be a better option (Duration of shouts are doubled and you gain 60% life per minute) or even Bloodthirst, but you'd have to be pumping out a lot of damage to really benefit greatly.
All-in-all, a good build

Seems to me that you will often be having too much fury without being able to use it. You'll be getting fury twice per minute from War Cry (60), decent amounts from Frenzy and a bit from Revenge. Your only way to spend this except the once per minute Earthquake is Threatening Shout, which lasts a good while. I also don't realy see how Earthquake fits into this build. With the rune effects from War Cry, Frenzy, Revenge and Ignore Pain you won't need a super-high once per minute life boost that you would get with Earthquake. Plus it uses up a passive slot.
I think it would work better to switch Earthquake for Seismic Slam, and switching the passive Boon of BK for Inspiring Presence (life regeneration, double duration of Shout), Superstition (more fury, damage reduction) or even Bloodthirst. With Seismic slam Indigo you would also be able to stun, which is a very nice bonus.
Other than Earthquake/Boon of BK it's a very solid build.
The puprpose of this build is to tank and not deal damage. The fury generation vs fury usage is at most 1/3 more since i would probably be wielding 1h+shield (appart form using a 2h when i need to throw Ignore pain and Earthquake in). Taking Seismic slam would allow maybe 3 of those per minute. I would need to use it at least 5 times/min to make it at least do the same amount of damage than Earthquake. Not only that, but by taking Seismic instead of Earthquake, i would need to wield a 2h weapon all the time which would remove my shield meaning less tanking power. And on top of that, i would loose my life boost. Inspiring presence would probably not heal me a lot more than Earthquake. Taking Bloodthirst is totally out of question since i would need to dual-wield or 2H and goes against taking principles and taking superstition with Seismic slam would probably work ok but still would not make me a better tank. Regenerating more life than i need is not a problem, i will just be going in areas where i would need to be higher level usually.
Appart from runestones and passives, i don't see how i can really trade something to make this build so that it can tank better.
These are the only things I would change. I put another High fury spender in there and that's why I chose Unforgiving or you could put Berserker Rage.
You don't really need to change your build because it's good but I think the Ancients will up your DPS and keep you from taking to much damage because if D3 is anything like D2 there will be BIG mobs of Daemons in Inferno.
The great thing about Threatening shout is that has no CD. This means that together with "X life gained per fury spent" it doubles as a no-cooldown, instant cast 20 fury cost heal that scales with gear!
In the beta atm it can be quite amazing. I only have like 4 hp per fury spent, but that alone is a 80 hp heal which is not too shabby (which of course also reduces the damage you recieve from mobs affected).
i would probably be wielding 1h+shield (appart form using a 2h when i need to throw Ignore pain and Earthquake in).
Unless Blizzard has changed something, there won't be a dual-equip switch like in D2. So if you want to switch from 1H+shield to 2H, you will have to do this manually with your inventory. Not realy an option other than for boss fights.
My bet is that there will be macros as the one's in WoW. If that is the case, a 1 clic button will make you switch from 1H/shield to 2H or dualwield.

You are contradicting yourself here. If the purpose of this damage is to leech life, then Seismic Slam is vastly superior, since it's spammable and with Earthquake a lot of the leeched life will simply be wasted. Also, the rune effect on Earthquake does no additional damage (you are runing it for decreased CD), but for Seismic Slam (which has no CD) you could rune it for damage.
I don't get it... how do I leech life with "Seismic slam"? There are no runestones which give me that bonus + i am better off killing units with "Frenzy" since it will regenerate 16% of my life each time. Why would i want to kill units with "Seismic slam"? It really does not work properly with Ignore pain because i will be affected by Ignore pain 5secs/min. This means i will generate life on only 1 Seismic/min unless i can just dump all rage of seismic slam during this 5 sec but i don't think i will be able to cast more than 3 times. On the other hand, with passive "Boon of Bul-Kathos" and golden runestone for "Earthquake", both "Earthquake and ignore pain have almost same cooldown meaning i will be using them togheter so that i get a good life boost during the 5secs of ignore pain. "Seismic slam"
is solo target (?) and Earthquake is multi-target. This means that the life boost will get better the more units there is with "Earthquake" which is not the case with "Seismic slam". No way "Seismic slam" can leech more.
Not only that, but by taking Seismic instead of Earthquake, i would need to wield a 2h weapon all the time which would remove my shield meaning less tanking power. And on top of that, i would loose my life boost.
Why would you need to use a 2H for Seismic Slam, but not for Earthquake? Maybe I'm just stupid, but I don't get the difference here. Also, what life boost are you loosing?
I need a 2H for both but i won't have to swap weapons every 10-20 secs or so but just once each minute. Seismic as no life boost or maybe i don't know which one you're talking about... (appart from Ignore pain's bonus which poorly scales with "Seismic slam") Life boost i am talking about is the one from earthquake with "Ignore pain".
taking superstition with Seismic slam would probably work ok but still would not make me a better tank.
How does Earthquake make you a better tank? If anything Call of the Ancients would make you a better tank, as suggested above.
Maybe, i see the potential of that and it might be great indeed. Need to see and wait if those 3 morrons will be able to tank more than my build with the 9% life regeneration from each activation of revenge. I had such a bad experience in D2 playing the druid with the bear companion that i don't build too much hopes around summons. That stupid bear was always stuck in a corner somewhere.

You will leech in the same was as with Earthquake: it deals damage, you have % life leech equipment, you gain life. The 25% life leech from Revenge will most likely result in vast amounts of overleech (=wasted life cause of full life ball). This is even more so the case if you are using Earthquake with it. If you had max life of 100k this wouldn't be an issue, but with 10k or so life it definately will. I also don't get your obsession with wanting to fill your life ball once very 60 seconds. With your other life leeching abilities (leech on gear and from Frenzy), where is the need for this massive life injection every 60s? If you are taking so much damage that you need this, you will probably be dead in many cases once the CD ends. That's one of the reasons I think that Bloodthirst is a better passive. Or Inspiring Presence for that matter. During a 60s time period it restores 60% of your life, with usually little or no waste. How much life are you planning on getting with Earthquake+Ignore Pain? 80% 90%? If that's the case, will you even be alive to use it?
Seismic slam is anything but solo-target, it has a big AOE. The interesting questions are:
1) How much damage will you actually get from Earthquake tremble effect, i.e. the 150% weapon damage over 8 seconds? With 3 other characters (I'm assuming some sort of combo of wizard/WD/DH) constantly dealing damage, how many of the monsters will be alive for those 8 seconds? The upfront damage from Seismic Slam and Earthquake are very similar (though Earthquake will perhaps cover a bigger area), but you can always rune Seismic with a crimson so it actually does MORE upfront damage than Earthquake. Plus it has knockback, which seems like a good thing for a tank. Plus you will cast 2.5 (or more) Seismic Slams for each Earthquake.
2) How much life is wasted (=overleech) each time you use Earthquake/Ignoe Pain? With Seismic slam there is still the possibility of overleech, but it would be much smaller.
3) Which gives you most life during a 1 minute period? Earthquake+Boon of BK, Seismic Slam+Insipiring Presence, Seismic Slam+Bloodthirst, or some other combination? I'm thinking that of the 3 listed options, Earthquake+Boon gives you the least amount of life.
I guess there is realy no way to know except playing the full release version of the game. But to me it seems very strange to have a build that relies on massive life leech once per minute to keep you alive. To me it seems much better to have a continuous influx of life.
1. How do you know if i will have life leech equipement? This is assomption and either ways, this does not give "Seismic slam" a better healing effect than "Earthquake".
2. How can you assume that i will overleech? As i said, i will just be able to go in places where i would not if i had less healing.
3. Bloodthirst is a better passive when you wield a 2H or Dual-wield. It will never be with only 1H/shield since it is based on damage.
4. I can cast "Earthquake" without the healing effect if i want to. So, if i am already at a good health rate, i can just use "Earthquake" while not having "Ignore pain" effect active.
earthquake and ignore pain CDs are WAY too long, get rid of them.
Rend should be a definitely must for any tanking build who wants high survivability, rend + golden for huge life regen(40% dmg w/ lvl 7 rune).
and you dont have pound of flesh, superstition or blood thirst? all extremely good tanking passives. boon of bulkathos is pointless for a tanking build. CD on earthquake is too long still and its damage isnt even that great at all.
you wont be killing much with frenzy if your tanking for your group, you want to focus more on surviving AND keeping the enemies attention on you. so cleave is AOE dmg AND draws in enemies from a good distance. so youd cleave cleave cleave > shout > rend > and overpower revenge every time they pop for constant regen and to make monsters focus on you.
now if your using this solo then ok use frenzy instead. just my thoughts.

I don't like your build at all. I would not take overpower if i don't boost crit more than this. To me, overpower is a damage dealer skill, not a tank build. Rend could do but still, i don't see this giving me much more. I don't think i will ever take cleave in my arsenal, ever. That's just my opinion and philosophy.
