Many fans may wonder how a dead Demon can come back to life to plague the town of Tristram once again, but Diablo and the Skeleton King seem to have no issue doing so. The return of the Butcher, within the realm of the game world, is a deliberate action by Magda and her Coven, through the use of her Cultists, to sacrifice the flesh and blood of living beings to resurrect this beast.
The Butcher's goal is to prevent the hero from moving on towards Caldeum with Leah and Tyrael. Magda acts as an extension of Belial's will, and his will is to control the destiny of Tyrael. Magda is searching for his shattered blade in Act I, and she summons the Butcher to assist her in more physical means.
Beneath Leoric's Manor lies the Halls of Agony, home of the Butcher, where the Coven has been actively taking people they've abducted from New Tristram and Wortham to be sacrificed in chambers like the one pictured below.
The floor is made out of a yellow'sh color pallet, which doesn't coincide with Act 1.
But does coincide with a act 2 desert style.
Because that has nothing to do with the low yellow candle lighting.
This is Diablo 3 Rainbowland. We've seen plenty of shots of the cathedral with green, blue, and lavender floors and walls, thanks to the extreme cartoony lighting. Look how differently the exact same tilesets can appear:
There's also none of the strewn sand that we have seen in the act 2 shots, along with floor being polished instead of cobbled bricks. Here's Act 2 interiors:

Exactly! The last one, act 2, has a lot more yellow. Where as Act 1 seems to have the green/lavender color pallet for dungeons.

I don't think its rainbow land. The colour pallet just seems like how I would light that environment. the first 2 screenshots look like act one.
The problem with saying that "x" environment is in "y" act is that the ground textures , lighting and many other things seem to be changing. As for the picture Enkera put up, it could be the butcher , it could be some crazy ritual the cultists are doing in act 2. I think the butcher could be somewhere in the game in some form or another .
Can this thread please not turn into a Diablo 3 art direction debate? I would hate to have to close it.
