As we all know; Runestone is awesome for many many skills. However, not a lot of people cover about skills we don't want the effects of runestones.
Skills like basic Hydra just look awesome (to me for example). The Runestone have some effects I don't want. I don't like elemental hydra, firewall hydra, etc. What I want is the Basic fire-shooting Hydra. The animation is good as is but damage is a bit weak.
Currently, It seems like blizzard implies that later in the levels; you must apply a rune to make it powerful enough to use. I suggest they use the un-attuned rune for this. Just increase the power without changing how it works.
The effects of runes vary from lowering the cost of mana/rage/arcane/spirit to increasing the damage by xxx%. Even if you don't want altered effects, you would almost surely want lower cost or high damage no?

Then choose not to, things will be harder, but that's YOUR choice
There is usually a rune that makes it so that its the same skill just with a damage boost/cost reduction. So if you like how the skill functions, just use one of those runes. Obviously that won't always be a choice, but it will be a decent amount of the time.

I had the same issue with Hydra, I want the basic one. There should be a +dmg ot -cost rune for it.
Most (not all though) skills do have at least one rune that does not alter how the skill functions but instead add dmg or reduce cost/cooldowns.
About the hydra, you don't really know how the regular one stands against one of the runed ones. We can see the damage difference, but that's also with a max level rune, and we don't know if the attack speed changes for example.
There are some rune/skill combos that are worse than the original skill, at least atm.
But, I cant think of any skill that doesnt have at least one good rune.

OP are you refering to purely cosmetic stuff or the actual ability functionality? If it's the first we aren't even sure how the runed skills will look compared to the ones that aren't runed.
Some of us wants to keep both the cosmetic and the functionality of the base skill without being shortchanged in later levels. As you can see the biggest different is the damage.
Actually a fitting idea for unattuned runestones. Just raise coefficients without changing functionality. Well thought.
Then they would have to change a huge amount of already existing runestones since almost all skills already have 1-2 runes that does just that. Increasing damage or lowering cost/cd.

I think what the original poster is saying that for hydra specifically, all of the runes change the skill by changing the elemental damage or by making the hydra spit a firewall. There is no rune for hydra that keeps it a fireball-spittin' dragon-head, only with more damage/reduced cost/etc.
I agree with the original poster. I like the base hydra spell and would like to have it as an option while still getting benefits of a rune. Although the acid hydra and arcane hydra look pretty cool too.

An un-attuned rune is an un-attuned rune, it doesn't do anything at all, before u socket it and become tuned.

If so, there is that potential to acquire an un-attuned rune that once it is socketed into a skill provides stats that changed the functionality of the skill while keeping its original look. Was that so hard to understand?

Let's say you throw it into Magic Missile, then it will randomly select one of the 5 runes and become that rune, but lock to the skill. So, it might become a Crimson Magic Missile rune, with a random attribute added onto it.

that was back at the aug 1st, that wasnt even "tried" at the time he said it, however a week ago they said "they have no idea what they will do" which makes me think they have since then tried it...and did not like it.. or maybe they are still testing it... but point being, that is by no means a set in stone thing for them to do.

Personally, I do not see the problem with the runes/skill combos.
Every skill should have good runes that change the ability positively. And if it doesnt, then it will be fixed.
A hydra is a hydra, maybe a different color with a different attack. But why would that matter that much?
To completely change the game just so a few people can enjoy the cosmetics of a skill slightly more does not make much sense to me.
